Nordstrand replied that -he <br />believed it would, that the Planning Commission had wanted the utilities placed <br />underground but it was understood that the cost would be prohibitive and he be- <br />lieved that placing them in the rear of the lots would be satisfactory to the__ <br />Planning Commission. There followed a lengthy discussion in regard to the type <br />of pavement to be required on Roosvelt Avenue. City Manager Mead advised that <br />the type provided would meet the city's minimum specifications but that it was <br />always wiser to have a heavier type pavement. The types of different streets <br />in town, the amount of traffic expected on this btreet and the cost_of_ins_talling <br />heavier type pavement was discussed. Mayor Hilton asked if the subdiVidefs would <br />agree to have the new portion of Roosevelt Avenue meet the requirments of that <br />portion already paved, to which they agreed. City Manager Mead brought out the <br />fact that the present Roosevelt Avenue pavement might not be high enough and sug- <br />gested that the engineering department work out specifications with Mr. Frost and <br />Mr. Werder that would satisfy the engineering department and the Planning Com- <br />mission. Councilman Anderson believed it would be wise to have a recommendation <br />from the engineering department and from the City Manager. Mr. Werder said that <br />' method would hold up the project and asked if it would be agreeable to. have the <br />City Engineer and the subdivision engineer work out the specifications. vThis <br />suggestion was agreeable,to the Council and Councilman Granger moved that the <br />Council concur in the recommendations of the Planning Commission, seconded by <br />Councilman McNulty. Motion passed unanimously. - <br />bity Manager Mead advised there had been no report from the Traffic Study Committee in <br />regard to unlimited parking zone at 719 Winslow Street. The matter was carried <br />• on the agenda. <br />Building Inspector Duncan reported that he had heard nothing from Mr. Witte in••regard <br />to the type of sign requested at Rogers and Stafford Streets. The matter was <br />0. <br />carried bn the agenda and the Building Inspector is to contract Mr. Witte. . <br />Further discussion in regard to rezbning�of:'property at Pine and Lathop Streets was <br />placed on the agenda. <br />Attorney James O'Keefe Jr. appeared before the Council in behalf of Club Scamus, <br />Woodside Club in regard to their requests for dance permits. He stated that <br />while he had no fault to find with the ordinance he did find fault with its appli- <br />cation and that he understood some discussion had been had in regard to,the de- <br />fining of the word "enclosure". It was his opinion that an enclosure did not <br />mean an entire building but that a room in a building should be considered an <br />enclosure. He quoted several definitions and believed that both of these- <br />estab-lishment's complied with the terms of the ordinance and should be given dance per- <br />mits in the interest of business and property rights.
