60 1 <br />n <br />Councilman Granger offered introduction of salary ordinance for 1945-46 <br />Vrith the understanding that.the.c1ty manager's salary -not be included <br />at this time and said he would. vote .for..it with, the understanding <br />that the city.manager is not quallfied.as t o residential requirements. <br />The motion.was seconded by Councilman McNulty.. Under the question, <br />Councilman Armstrong, asked -if . the.. purpo.se..of_.the mo.ti,on.was to delete <br />the city manager la,.aalary.entirely or..to..continue.1t as at present. <br />Councilman Granger said It was to delete It entirely at the present <br />and discuss the matter later. Councilman.Armstrong.was of the opinion <br />that to delete the city manager -'a. salary would -be -a. dangerous thing <br />to do. Councilman Granger. withdrew . his .motion and, .moved that the <br />salary ordinance f or.1945-46 be int--roduc.ed.with-city.manager's salary <br />as it is at present on the advice_of..the.city attorney that it was <br />legal to do eo. City Attorney McCarthy sai.d...he would so advise him, in <br />support of his motion but that it, di.d.not.pr.eclude.that the city manager <br />does not qualify as to. residence..... -Councilman .MoNulty, seconded the motion. <br />City Attorney McCarthy advised that the.ordinance under .the motion pro- <br />vided for an increase in all employees! salaries with. the exception that <br />the city :manager in: salary .would remain_ $6300 inatead .of 46930. Council- <br />man.Armstrong.stated. .he. was .going to vote in..favor..of the ordinance at <br />this meeting very much against. his w.i.shes, _be.cause he believed it was <br />for the best interests of the. community as .a.,%hole.... Re said he was <br />very tired of seeing headlines in 'the newspaper that there is a deadlock in th <br />the Council in regard to.city.employees � sa]a.rien-and.that he was goting <br />with the understanding that the city manager.fa.tenure in office and his <br />salary ahal 1 b e discussed with a full council..__ ,The motion passed with <br />Councilman Britschgi.voting.in the negative. <br />Councilman Anderw n moved, seconded by..Councilman.MaNulty, that affidavit <br />of publication of war bonus ordinance be -filed.. -Motion passed unani- <br />mously. <br />Councilman McNulty offered adoption of war bonus ordinance, seconded by <br />Councilmon.Anderson. On roll.call,.ordinance was unanimously adopted <br />with Councilman Flo tcber absent. <br />Councilman McNulty moved. affidavit .of.publication. of .ordinance granting <br />to Ross H. Chamberlain, Ltd., a .coporation,. an easement across a por- <br />tion of Chestnut Street in the. City of Redwood.City for the construe <br />tion of a resilroad spur track from the Southern.P.acif is Company right <br />of way in Chestnut Street into the property of said -grantee and pres- <br />cribing the terms, conditions and obligat1ona upon.mi; tlh said easement <br />Is granted.
