V <br />be changed to read,, "subject to the services of the public officials." <br />Mayor Hilton questioned the fact that four hours was short notice to <br />call a special meeting. ,City Attorney McCarthy stated that it had not <br />been their practice to call speb ial meetings but that it did give them <br />the right to do so if some special action had to be taken. Councilman - <br />Granger said he was willing to drop the suggestion that plans for park <br />and playgrounds be submitted to the planning Commission and offered in- <br />troduction of the ordinance establishing a park and recreation commis- <br />sion with the provision that the appointments to this commission be <br />recommended by the city manager and approved by the city council. The <br />motion was seconded by Councilman Anderson and passed unanimously. <br />City Manager Mead advised that at the last meeting in June, the council <br />approved by resolution a program of improvements of the State Highway <br />Department and that it was now necessary for a resolution to be adopted, <br />accepting the memorandum of agreement and authorizing the city manager <br />and city clerk to sign same. He outlined the program. Councilman <br />Britschgi offered resolution and moved its adoption approving memorandum <br />of agreement for expenditure of 1/4 cent gas tax allocated for State <br />Highways and authorizing the city manager and city clerk to sign same <br />on behalf of the city. The motion was seconded by Councilman Anderson. <br />Under the question., Councilman Granger asked if it were up to the City <br />to see that these funds.were expended and that they weren't taken away <br />from the city's allotment. City Manager Mead advised that this program <br />does not effect the city+s allotment in any way; that the funds for <br />this <br />project come <br />from the first 1/4¢ gas tax, <br />that of maintaining <br />state <br />highways. <br />On roll call, the resolution <br />was unanimously adopted <br />with Councilman Fletcher absent. <br />City Manager Mead advised that the Federal Government had extended the <br />agreement of Lanham Act Funds to September 30, 1945, and that the city <br />was still working under the original project adopted in October, 1943. <br />City Clerk Dodge read the agreement. City Manager Mead advised that a <br />resolution had been forwarded by the Government with the agreement for <br />adoption by the council. City Attorney McCarthy had checked it and <br />advised that it was in order. Councilman Armstrong offered resolution <br />and moved its adoption accepting Lanham Act Funds for recreation. <br />Councilman McNulty seconded the motion and on roll call the resolution <br />was unanimously adopted with Councilman Fletcher absent. <br />City Manager Mead advised he had made application to the Department of <br />Finance for refund of expenditures for civilian defense for the year <br />cm1 <br />5 <br />0 I <br />n <br />lit <br />
