N <br />Inasmuch as no representatives from the dance hall appeared at the meeting, <br />Councilman Anderson moved that the permit, for Wednesday night dances <br />applied for by Yvonne Schlichtmann be 'ranted with":th"e.,instruction that <br />no liquor is to.be sold on the premises and that the City Clerk address <br />a communication to the owners of the hall so advising and expressing <br />the views of the Council that 'if there are reports of future disturbances <br />the permits will not be granted. Mayor Hilton asked if he wished to in- <br />clude in the motion that no return checks are to be granted, to which <br />Councilman Armstrong agreed. Councilman McNulty and Britschgi were of <br />the opinion that the dance hall was not to be blamed entirely for dis- <br />turbances, Councilman Britschgi being of the opinion that as long as the <br />Police Department could handle the situation the dances should be allowed <br />to continue as at present. Councilman Armstrong and Councilman Anderson <br />were both of the opinion that it was a serious condition when it took all <br />the police force on duty to handle disturbances from one dance hall. <br />Councilman Granger asked Chief Collins if he believed the situatiCn would <br />be eased if no liquor was allowed and no pass -out checks issued. Chief <br />Collins was of the opinion ,the .situation might be eased but he did not <br />believe it would keep 1lquor out of the hall. Councilman Anderson said <br />he would rather have the'motion be in such an order that the owners of the <br />dance hall be cited to appear before the Council to show cause why such a <br />motion should not be passed. Councilman Armstrong amended his motion to <br />read that the permit be.granted with the requirements that no liquor be <br />sold on the premises, seconded by Councilman McNulty. Motion passed with <br />Councilman Britschgi voting in the negative for the reason that he did not <br />believe anything could be accomplished in this way. <br />Councilman Armstrong moved, seconded by Councilman Anderson, that the dance <br />permit for Saturdays, May 26 and June 2 to Court Madrone No. 158, F. of A. <br />be granted under the same conditions as the preceding permit was granted. <br />Motion passed with Councilman Britschgi voting in the negative. <br />City Clerk Dodge read communication from the State War Council in regard to <br />balloons being released by the Japanese. <br />City Manager Mead presented the preliminary budget for the fiscal year 1945-46 <br />and advised that the tax rate would be lowered by approximately six cents. <br />Councilman Granger stated he had prepared a statement which he asked to <br />be filed or read as to his reasons why he was opposed to a raise for the <br />position of city manager. Councilman Britschgi moved that the statement <br />be filed. There was no second to the motion and the City Clerk was in- <br />structed to read the statement which set forth the personal reasons why <br />Councilman Granger was opposed to granting a.;raise to the city manager. <br />City Manager Mead explained that the, final budget would be presented <br />at the second meeting in August after the final figures for the present <br />ll <br />ii <br />
