In .answer to Councilman GraUr's question <br />a -s to when the salary ordinancewas passed, he replied that it is usu- <br />ally passed at the second meeting in June and must be passed before the <br />f � first of July. <br />i. City Attorney McCarthy explained that the city has a lease on the Perry <br />j Parking lot which is extended from year to year and which is paid for <br />by the merchants. The fees have been collected for the period of <br />March 1, 1945 to Febrmry 28, 1946, and he prepared a lease for the <br />extended period. He also prepared a resolution accepting the lease for <br />the one year period. Councilman Fletcher offered resolution and moved <br />its adoption accepting the lease, seconded by Councilman McNulty. On <br />n <br />roll call resolution was unanimously adopted. <br />City Attorney McCarthy reported that the Railroad Commission had contacted <br />14 <br />City Manager Mead in regard to a formal application which had been <br />pending since March, 1942, in regard to the Rogers Street crosbi:nng for <br />which a request had been made by the City Council for an automatic gate <br />and also requesting a human flagman to operate the wig -wag at the <br />Jefferson Avenue and Maple Street crossings. He advirfe'd that Mr. Mead <br />had, delegated Mr. Randlett and him to attend a hearing in regard to this <br />matter and he submitted a report on the meeting. The Southern Pacific <br />[IJ Company had filed an answer Alleging that the Rogers Street crossing is <br />protected by two wig -wags of the type designated as Standard No. 4 and <br />t <br />that both are equipped with two -train indicators advising that such in- <br />stallation had been made in compliance with a resolution of the Council <br />and approved by the Railroad Commission and believed that such protection <br />is adequate. He said the railroad company made a similar response to the <br />'1] <br />complaint with respect to the Jefferson Avenue and Maple Street crossings. <br />0 <br />At a <br />meeting <br />attended <br />by Mr. <br />McCarthy <br />and the <br />late City Manager Dimmitt <br />the <br />Southern <br />Pacific <br />Company <br />agreed to <br />install <br />a flagman in an elevated <br />�i <br />house midway between Jefferson Avenue and Maple Street and that electrical <br />equipment would be installed to -enable him to control the operation of the <br />train signals at Jefferson Avenue and Maple Street as soon as priorities <br />for materials could be obtained from the War Production Board. At the <br />recent meeting the Southern Pacific Company advised that it would resist <br />the complaint of the city due to the fact that the present equipment is in <br />accordance with standard regulations.of the Railroad Commission unless the <br />city would agree to pay a portion of the cost. Mr. McCarthy advised that <br />a member of the Railroad Commission advised him that in requestsof the nature <br />of those in regard to the Rogers Street crossing the Commission had. required <br />some cities to pay a portion of the cost of such installations. He believed <br />that due to the fact that there had been no accidents or fatalities at this <br />crossing since 1942 that this request could be dropped without prejudice to <br />R] <br />
