MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />FEBRUARY 17, 19+7 <br />8:00 P.M. <br />On roll call the following were present: Councilmen C. C. Armstrong, Carl A. Britschgi, <br />Floyd D. Granger, George W. McNulty, Arthur V. Swift, William M. Werder, Mayor W. W. <br />Hilton and City Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, <br />City Attorney Paul A. McCarthy, Chief of Police C. L. Collins, Building Inspector <br />L. M. Duncan, City Collector Paul E. Perrin, City Auditor -Assessor John J. Brophy, r <br />Street Superintendent H. L. Winter, Assistant Engineer R.:.E. Pontow and Fire Chief ' <br />J. L. Lodi. <br />Minutes of the previous meeting were approved as mailed on motion of Councilman Britschgi, <br />seconded by Councilman Werder. Motion passed unanimously. <br />Petition was received from property owners on Cassia Street between Spring and Broadway <br />for street improvements. City Manager Blom advised that he believed this street <br />could be included in the Broadway No. 3 project. The petition was signed by all the <br />property owners on the street and this property could be included in the assessment <br />district for the above mentioned project. The legal procedure has not yet begun <br />on this project and the street could be added to the plans. Inasmuch as the City <br />Attorney advised there would be no legal objection, the City,Manager was instructed <br />to add this street to the Broadway No. 3 project. <br />West Coast Amusement Company communication was read requesting permission to exhibit in <br />Redwood City for four days starting April 16 and ending April 19, at Spring and <br />Walnut Streets. Attached were checks in the amounts of $285 covering estimated <br />{ deposit on city license, $50 and $25 for the guaranteeing of cleaning up the lot and <br />removing advertising matter after show has left the city. The 81ty of San Jose <br />was given as a reference. A favorable report had been received from San Jose by <br />Police Chief Collins. Councilman Armstrong moved, seconded by Councilman Britschgi, <br />that the permit be granted upon payment of proper fees. Motion passed unanimously. <br />Foley & Burk Shows communication was read requesting permission to exhibit their show <br />either the week of June 9th to 14th or June 24-th to 28th, and agreeing to abide by <br />A <br />n <br />all city and police laws. Councilman Werder moved, seconded by Councilman Britschgi, <br />that the permit be granted upon proper payment of fees. Motion passed unanimously. <br />Temporary business permit was requested by Cavalier and Sifers for the operation of the <br />Normandy Restaurant, 1436 E1 Camino Real, for a period of ten days. This location <br />was formerly occupied by Fong's Iroquois Village. At the time the new owners made <br />application for a license the various city departments requested certain changes <br />to be made before the license was granted. All of these changes have not been <br />made but it was contemplated that they would be within ten days. Councilman Werder <br />was of the opinion that inasmuch as the former restaurant had operated without the <br />changes that a temporary license should be granted the new owner. City Manager <br />Blom explained that it was a directive of the Council that in the matter of res- <br />taurant applications, department recommendations be carried out before the license <br />was granted. There was considerable discussion as to the advisability of granting <br />the temporary license. Councilman Werder moved, seconded by Councilman Swift, that <br />a temporary license for ten days be granted to the Normandy Restaurant subject to <br />the condition that the changes as recommended by the city departments be completed <br />within that period.
