124 Manager contact Hahn and Campbell and ask them to submit a sample of the Master <br />Plan Report before the next meeting for the Council to review. Under the question, <br />Councilman Britschgi asked how far the city was bound by the report and was advised j <br />that there was no obligation at all. Motion passed unanimously. <br />Mr. Paul Whaley, chairman of the Traffic and Safety Commission, outlined the recommenda- <br />tion of the Commission as follows: To route traffic one way on California, no <br />parking on one side of California and parking meters on the other and two way traffic <br />on James and Winklebleck, and a change in bus stops. Mr. R. F. Martin, owner of <br />the Martin Transportation Company, and Mr. A. S. Cheatham, owner of property on <br />California and Winklebleck Streets, offered protests to the plan as proposed. There <br />was considerable discussion by members of the Council and Commission as to the best <br />method of rerouting the traffic in this area. City Manager Blom was called upon <br />for his opinion and stated that the major hazards in this area were, first; the <br />lefthand turn the busses make into the railroad drive from Broadway. Second; two <br />way traffic on California Street and; third; congestion of traffic at the inter- <br />section of Perry and'California Streets and Broadway. He stated that future plans <br />for a new street through Butcher Field to Broadway and away from the railroad <br />tracks would help solve the problem to a great extent. He also believed that the <br />plan as presented by the Traffic and Safety Commission with a few revisions would <br />solve most of the difficulties at present. He stated that a left hand turn out of <br />the railroad drive on to Broadway would not be too bad inasmuch as the vision is <br />good and it is not a bad angle and that with parking eliminated in front of the <br />Shell Station there would be room for three lanes of traffic. He believed <br />Winklebleck should be a one way street from California to E1 Camino Real and also <br />that two way traffic on James Avenue would help move traffic out of the parking <br />lots when the rush hour comes. He was of the opinion that possibly two or three <br />busses should be allowed to park at the loading platform and that additional space <br />should be provided on Winklebleck or James Avenue so that the busses could stop and <br />pull into the platform loading zone when needed. This plan was agreeable to Mr. <br />Martin who asked for three spaces at the loading platform. Councilman Britschgi <br />moved, seconded by Councilman Armstrong, that the suggestions as offered be sent <br />back to the Traffic and Safety Commission for further report from them. Motion <br />passed unanimously. City Manager Blom suggested that the Commission also study <br />the question'o£ parking on Perry Street, stating that he believed if parking was <br />to be continued on one side of the street meters should be installed. Mr. <br />Cheatham requested that the opening from his parking lot remain on California <br />Street instead of being changed to Windlebleck. It was agreed that this entrance <br />should not be changed. <br />Mayor Hilton questioned used car lot operating on El Camino Real next to Normandy <br />Restaurant. The matter was to be investigated and a report made at the next <br />meeting. <br />Mr. Ferris Miles appeared and requested that the Council defer action on the application <br />of used car lot licenses until the Automobile Dealers' Association had had an <br />opportunity to study the situation. He explained that the new car dealers were <br />put to a great deal of expense to maintain their businesses and that it was nec- <br />essary for them to have a used car lot in conjunction with their business in order <br />1 <br />
