to sell the new cars, however, a business which sold only used cars was, in his 125 <br />opinion, detrimental to the community and flooded the market with used cars. He <br />believed only new car dealers should be allowed a used car license. <br />Councilman Armstrong asked if the Normandy Restaurant had complied with the terms of the <br />temporary permit granted them at the last meeting of the Council. City Manager <br />Blom replied that the ten day permit has not as yet expired but that if the condi- <br />tions are not complied with the restaurant will be closed. <br />Councilman Granger asked to have the Planning Commission consider the renumbering of <br />houses in the rear of the Court House. <br />Councilman Granger believed stipulation of residence of City Employees should be enforced. <br />Councilman Armstrong and Werder stated that an employee could not be qualified <br />under the civil service rules unless he lived within the city and they did not,be- <br />lieve that examinations should be closed to applicants residing outside of the city. <br />City Manager Blom advised that the policy being followed was to give preference to <br />applicants of the city and that upon certification all employees had to live with- <br />in the city. Councilman McNulty asked if the City Engineer recently employed on <br />a part time basis was still connected with the firm of engineers who had been doing <br />work for the city City Manager Blom advised that this frim had already completed <br />two jobs for the city and that they had begun work on a third. This project was <br />divided into three parts and as soon as the one upon which they were now working <br />was completed, the firm was withdrawing from the contract. Winter. <br />Minutes of the regular meeting of February 17th and the adjourned meeting of'February <br />J 24th were approved as mailed on motion of Councilman Werder, seconded by Councilman <br />Armstrong. Motion passed unanimously. <br />Application for restaurant license from Opal and Robert L. Berkeley, 5 Linden Street, <br />was received. The restaurant is to be known as the Brass Door, there is no liquor <br />license and the approval of all departments has been received. Councilman Werder <br />moved, seconded by Councilman Armstrong, that the permit be granted. Motion <br />passed unanimously. <br />Application for restaurant license from the Normandy Restaurant was received. Recom- <br />mendations made by the various departments have been completed.
