HIUPON <br />Mayor of the City of Redwood City <br />City Attorney McCarthy presented draft of ordinance to regulate the licensing of Res- <br />taurants providing that restaurants must meet all the requirements of the San <br />Mateo County Health Department, Fire Inspector, Building Inspector and Police <br />Department and that the standards of these departments must be maintained or the <br />.Council would issue a citation upon complaint of the departments for a hearing <br />before the Council as to why the license should not be revoked. Councilman <br />s Granger asked if the Fire Inspector or Health Inspector could issue the citation <br />rather than the Council. City Attorney McCarthy advised that the Fire Inspector <br />could issue one but only for violations of the Fire Code and that, under the ordi- <br />j1l# nance, the Health Inspector can not. He was of the opinion that a hearing should <br />be held before the Council inasmuch as property rights were involved. City Mana- <br />ger Blom asked if the.certificate issued by the Health Department was issued for <br />any specific period and was advised by the City Attorney that the Health Department <br />attempted to arrange inspections about every 90 days but he did not believe the <br />;r <br />certificate specified any definite period. Councilman Granger believed it would be <br />sufficient that if the certificate were removed that the license would be revoked. <br />! r City Attorney McCarthy again pointed out that property rights were involved and he <br />believed it would be necessary for the licensee to have the right of a hearing. <br />1 The matter was laid over to the next meeting to allow the City Attorney time to <br />k <br />ascertain whether the health certificate is issued for any specific period. <br />This was the time for public hearing of reassessment under resolution No. 1946-1, Hudson <br />� f <br />Street.
