<br />discuss the matter with the Council. Councilman Armstrong stated that, as he
<br />understood it, the amendment would place a penalty of 510 upon the early redemp-
<br />tion of bonds issued in payment of improvement work. It was his opinion that
<br />this would place an imposition on the holder of the bonds. The present ordi-
<br />nance provides that interest must be paid on the current coupon and also on the
<br />coupon due six months later when redeeming the bond. City Attorney McCarthy
<br />advised that the theory of the amendment was that the bonds would be more sale-
<br />able and better contracts could be obtained. This opinion was not shared by
<br />Councilman Armstrong and he moved, seconded by Councilman Britschgi, that the
<br />matter be dropped from the agenda. Motion passed unanimously.
<br />City Manager Blom reported that there is still some difficulty -in regard to the
<br />procedure to follow covering improvements in Redwood Terrace No. 1. It had
<br />originally been planned to call for bids for this work at this meeting but
<br />through an inadvertence the notices were not posted or published in time. At.
<br />the last meeting of the Council, the date for receiving bids was postponed to
<br />October 21. Mr. Ernest Wilson now advises that his original instructions were
<br />in error and that the notices must be posted on the street for thirty days in
<br />advance of the hearing instead of ten which made it impossible to get the
<br />nptices posted in time for the meeting of October 21. It now'is necessary to
<br />postpone the public hearing until the meeting of November 4. City Attorney
<br />McCarthy advised that Mr. Wilson had furnished him with a resolution amending
<br />Resolutions No. 395 and 396 and providing for postponing the public hearing
<br />and calling for bids until November 4. He also advised that instead of thirty
<br />days, it was necessary to post notices twenty days in advance of the hearing.
<br />Councilman Armstrong offered resolution amending Resolutions No. 395 and 396
<br />and moved its adoption, seconded by Councilman McNulty. On roll call,
<br />resolution was adopted unanimously with Councilman Werder absent.

<br />AMENDING RESOLUTIONS Nos. 395 & 396 REDWOOD_ TERRACE No.l & ADJACENT
<br />TERRITORY
<br />RESOLVED, by the City Council of the City of Redwood City, San Mateo
<br />County, California, that
<br />WHEREAS, on September 3, 1946, this Council adopted Resolution No. 395
<br />appointing time and place of hearing protests"in relation to proposed improve-
<br />ments and directing notice to Property Owners in the improvement proceedings
<br />of Redwood Terrace No.l and Adjacent Territory, wherein this Council did fix
<br />October 7, 1946, as the time and place of hearing protests in relation to the
<br />said proposed improvements and the engineer's report filed in regard thereto.
<br />WHEREAS, on September 3, 1946, this Council adopted Resolution No.396
<br />calling for Sealed Proposals for the construction of certain improvements in
<br />Redwood Terrace No.l and Adjacent Territory under Resolution of Intention No.
<br />392, and fixing time for opening bids on October 7, 1946, and directing the
<br />Clerk of said City to publish twice a notice calling for sealed proposals, in
<br />Redwood City Tribune, a newspaper published and circulated in said City; and
<br />WHEREAS, in the opinion of the Council greater notice may be given to the
<br />property owners in regard to said proceedings by changing the date of said
<br />hearing and notice to November 4. 1946;
<br />NOW2 THEREFORE, IT IS ORDERED, as follows:
<br />1. That said Resolution No. 395 be, and it is hereby, amended to fix the
<br />date,of said hearing in relation to said improvement and engineer's report
<br />filed in regard thereto to November 4, 1946, at the hour of eight o'clock P.M.
<br />in the Council Chambers at the City Hall, Redwood City, California;
<br />2. That said Resolution No. 396 be, and it is hereby, amended to fix
<br />the time for opening bids to November 4, 1946, at the hour of eight o'clock
<br />P.M., in the Council Chambers at the City Hall, Redwood City, California.
<br />I hereby certify that the foregoing is a true copy of resolution adopted
<br />by the City Council of the City of Redwood City, California, at a regular
<br />meeting thereof held on the 7th day of October, 1946, by the following vote
<br />of the members thereof:
