placed it in the first fire district. Both the Building Inspector and Fire Inspec- 1 5 3 <br />for advised that the building would be in violation of the Building and Fire Code. <br />There was also some question as to which building Mr. Fabbro had previously agreed <br />to remove from the property, his opinion being that it was a small barn in the back <br />,which had been removed, while Councilman Granger was of the opinion that it was a <br />building in the front of the property. The structure under discussion takes up more <br />' area than is allowed. Fire Chief Lodi explained that multiple accupancy increased <br />the fire hazard, which opinion was shared by Fire Inppector Drivon. Councilman <br />Warder moved, seconded by Councilman Swift, that a permit be granted to make the <br />alterations requested. Councilman Warder explained that he respected the opinions <br />Y ' of the Building and Fire Departments but believed a little leniency was in order. <br />Motion failed to carry by a five to two vote. <br />J. L. Stevens appeared before the Council requesting permission to build on a 45 foot. lot, <br />� He explained that the lot had been subdivided and that he could not build on this <br />FI size since the area had been rezoned to first residential district. Mayor Hilton <br />M advised Mr. Stevens that it was not permissible to build on this size lot in the <br />second residential district either. It was brought out that the property,in question <br />had been subdivided without the approval of the Planning Commission. City Manager <br />Blom stated that in certain cases the Planning Commission had allowed building on a <br />lot of less than 50 foot frontage and Mr. Stevens was advised to appear before the <br />Planning Commission with a diagram of this property. <br />i City Manager Blom reported on petition to pave alley. He advised that at the last meeting <br />of the Council a_.petition was received from the owners in a block bounded by Cleveland <br />eFulton,,Jackson and Jefferson Avenues for the paving of the alley through that block. <br />He had advised the Council at that time that another petition had been received for <br />the paving of another block of the alley and that neither of the petitions,' or both <br />of them together, would constitute sufficient area to warrant a public proceedings. <br />Petitions have been received from Blocks 11 and 12 of the alley, one having a 50% <br />majority and it is believed that a petition is being circulated in Block 13. If a <br />sufficient number of blocks are in favor of the improvements, public proceedings <br />could be instituted. Councilman Britschgi moved, seconded by Councilman Warder, <br />that the matter be placed on the agenda for the next meeting. Motion passed, <br />unanimously. <br />City Manager Blom advised he had not had an opportunity to study the deed of Woodhouse <br />and Douglas in regard to easements in Standish and Howland Streets near the Bayshore <br />Highway. Matter was carried on the agenda. <br />City Manager Blom explained that a petition to pave Johnson Street from Roosevelt to <br />Oak Avenue had been presented at the last meeting of the Council. The petition did <br />not bear the signatures of the property owners of 50% of the frontage and the petition <br />had been returned to the circulators so that they could attempt to obtain additional <br />UK <br />LLQ signatures. It was also pointed out to them that it would be desirable to make a <br />larger project out of this and they were to attempt to circulate a petition on Oak <br />Avenue. It was believed this was being done. Councilman Warder asked if this pro- <br />ject and the project of paving the above mentioned alley could be combined. It <br />1. was the opinion of both the City Manager and City Attorney that, it could be done. <br />The matter was carried on the agenda. <br />
