Councilman Werder believed the signers of the petition should be 171 <br />notified that the Council would not allow any houses to be faced on the alley and <br />suggested that the Council adopt a policy of notifying petitioners of the Council's <br />�I intent before action is taken on a petition. There was some discussion"in regard to <br />" the setback to be observed on the alley and City Manager Blom advised that the set- <br />back varies from 15 to 35 feet on the street side of the property. He believed this <br />' was a matter to be referred to the Planning Commission, and if they were able to <br />arrive at a decision a resolution could be prepared by the City Attorney setting forth <br />the intent of the Council in regard to the setback to be observed. It was eo ordered. <br />CITY MANAGER BLOM REPORTED THAT HE HAD NOT REACHED A SATISFACTORY DECISION IN REGARD TO <br />' EASEMENT,NEAR STANDISH AND HOiILAND STREETS and asked that the matter be carried on the <br />agenda. It was so ordered. <br />FURTHER PETITION FROM PROPERTY OWNERS ON JOHNSON STREET WAS RECEIVED., City Manager Blom <br />advised that the petition had been presented just, before the meeting and that he had <br />not had an opportunity to determine whether it contained the necessary Majority. One <br />of the signers of the petition appeared and advised that several of the lots were <br />owned by the State and that it naturally was impossible to obtain signatures for that <br />property. He stressed the need of improvements on the street. City Manager Blom <br />asked if the Council would be willing to take a lien on the State owned lots. The <br />Council indicated they would be willing to do so. It was also stated by the City <br />Manager that if the petition contained the necessary signatures this project could <br />be added to the alley project. Councilman Granger moved, seconded by Councilman <br />Britschgi, that if the required frontage appears on the petition the City Attorney <br />' be authorized to include this project with the alley project if the alley project <br />meets with the approval of the Planning Commission. Motion passed unanimously. <br />CITY MANAGER BLOM REPORTED THAT CONSIDERABLE TIME HAD BEEN SPENT ON STUDYING THE SUBDIVS- <br />SION ORDINANCE but that more time was needed before definite recommendations could <br />be made. It was his opinion that considerable improvement in the ordinance could be <br />made by setting up certain standards and including them in the ordinance so that there <br />would be no argument as to what is required in subdivisions. He stated it is not <br />clear just what type of subdivision is covered by the present ordinance and believed <br />that all subdivisions regardless of size should be made to adhere to the provisions. <br />The present ordinance includes that the subdivider should install water mains along <br />with other improvements. He advised that there was some difficulty with the Emerald <br />Lake Water system. The system is in bad condition. Up to the time of the war, <br />it <br />extensions had been made with steel pipe. For some time, the city has been refusing <br />� i • <br />to participate in the cost of extensions. The Leonard Realty Company had questioned <br />I <br />the right of the city to do this, being of the opinion that by the agreement with the <br />yy city when the water system was taken over the city agreed to make the extensions. <br />h City'r4anager Blom did not feel the city was bound by the old agreement and,, if so, <br />I; I felt the agreement could be rescinded. He believed it was going to be necessary for <br />the people in the Emerald Lake District to form an assessment district and build a <br />l <br />skeleton distribution system. The revenue the city receives from the sale of water <br />f does not begin to pay for the system to take care of the'scattered homes. He also <br />believed that the present $10.00 new connection charge would have to be increased <br />to a larger amount inasmuch as it is costing the city approximately $40.00 to make <br />new connections at the present time.
