MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />SEPTEMBER 23, 1946 <br />8:00 P. M. <br />I <br />On roll call, the following were present: Councilmen C. 0 Armstrong, Carl A. <br />Britschgi, Floyd D. Granger, George W. McNulty, Arthur V. Swift, William M. <br />Werder, Mayor W. W. Hilton, and City Clerk R. S. Dodge. Also present were: <br />City Manager E. W. Blom, Building Inspector L. M. Duncan, Police Chief 0. L. <br />Collins, Fire Chief J. L. Lodi, Street Superintendent H. L Winter and City <br />Engineer Don S. Wilson. Absent: City Attorney Paul A. McCarthy. <br />City Manager Blom called attention to the fact that there were some corrections <br />` to the minutes of the meeting of September 3rd. On'page 2, action was de- <br />ferred on resolution ordering work done in Redwood Villa until January 20, <br />1947, instead of being indefinite as shown in the minutes. Also on page y2, <br />there was a correction in wording of the motion filing affidavits of publi- <br />cation of ordinance and notice of rezoning in regard to Lot 23, Lee Tract. <br />On page 7, resolution authorizing amendment to Baird complaint in regard to <br />recreation area condemnation suit was omitted from the minutes as mailed. <br />Councilman Werder moved, seconded by Councilman Britschgi, that the minutes <br />of the meeting of September 3rd be approved with the correctdons offered <br />by the City Manager Motion passed unanimously. <br />Councilman Werder asked why the City Attorney was not present. Mayor Hilton ad- <br />vised that Mr. McCarthy had called him earlier in the day and asked per- <br />mission to be late to the meeting due to the fact that he had to attend a <br />council meeting in Belmont. He advised that he would arrive at 8:30 P. M. <br />Councilman Werder expressed the opinion that the City Attorney should be <br />present at all meetings on time unless excused due to illness. He moved <br />that the City Manager be instructed to inform the City Attorney for the, <br />last time that he is to be at all meetings of the Council on time unless ex - <br />i <br />cused for illness, seconded by Councilman Granger. Councilman Armstrong <br />requested the maker of the motion to provide that the City Clerk rather <br />than the City Manager notify the City Attorney inasmuch as he is appointed <br />by the Council. Councilman Werder amended his motion with the consent of <br />the second to provide.that the City Clerk advise the City Attorney to be <br />present at all meetings unless excused because of illness and to further <br />inform the City Attorney that he is being paid by the city to attend the <br />i <br />meetings which he must do in the future. Motion passed 'unanimously. <br />Mark E. Ryan, former fire chief, appeared before the Council. He spoke at some <br />length complimenting the present fire chief, J. L. Lodi, and presented to <br />him a badge which the Volunteer Fire Department had presented to him in <br />1928. Fire Chief Lodi expressed his thanks and gratitude for the badge. <br />Mayor Hilton added his compliments to those of Mr. Ryan. <br />Communication was received from the Redwood City Planning Commission recommend- <br />ing that consideration be given to changing the name of Chilton Street to <br />Winslow Street. This change had been suggested by Mrs. Anna Bennett Robb, <br />943 Chilton Street, in order to eliminate confusion with streets with simi- <br />lar names, such as Clinton and Hilton Streets.
