City Manager Blom advised that they did so reasonably <br />well and pointed out on the map the streets involved Mrs. Robb appeared be- <br />fore the Council pointing out the confusion which had resulted from the simi- <br />larity in names of the above mentioned streets. Councilman Britschgi moved, <br />seconded by Councilman McNulty, that the recommendation of the Planning Com- <br />mission be accepted and the City Attorney be instructed to prepare an ordi- <br />nance for the next meeting of the Council providing for the change in the <br />street names. Motion passed unanimously. <br />Communication was received from the Department of Veterans Affairs enclosing a <br />petition for the cancellation of certain taxes against Lot 9 and the NW 1/2 <br />front and rear measurements of Lot 10 in Block 10, Redwood Villa Park, title <br />of which is held by the State under a contract of sale to William Richard'Fye. <br />Councilman Granger expressed opposition to the cancelling of the taxes, <br />stating that other veterans must pay taxes on possessory interest in property. <br />City Attorney McCarthy entered the meeting at 8:35 P. M. <br />The letter from the Department of Veterans Affairs was reread and City Attor- <br />ney McCarthy advised that there was no alternative but to comply with the <br />request when title is in the name of the State He stated he had written to <br />the Department after Councilman Granger had protested to a previous request <br />for cancellation of taxes and was -advised that there is a practice to assess <br />the possessory interest depending on the time of the maturity of the contract <br />and stated the different amounts assessed for the different quarters.. The <br />Board also advised that the veteran could not be compelled to pay taxes on <br />more than the possessory interest. It was the opinion of the City Attorney <br />that a veteran may apply his veteran's exemption of $1000 against any <br />possessory interest. Councilman Armstrong, because of the City Attorney's <br />advice that the city has no option in the matter and that the Council is <br />taking the action because it is required to do so, moved, seconded by Coun- <br />cilman Werder, that the Council comply with the request of the Department of <br />Veterans Affairs. Motion passed with Councilman Granger voting in the <br />negative. <br />1) City Attorney McCarthy advised that this question was brought up at the meet- <br />ing of the League of California Cities and discussion was had in regard to <br />requesting the State Legislature to provide some fund whereby cities could <br />be refunded the amount lost through taxes when the state holds title to the <br />property until the veteran owns the loan. <br />Communication was received from W. D Soule expressing appreciation for sympathy <br />extended at the time of the death of Mrs. Soule. Communication was ordered <br />filed. <br />Communication was received from Mr. and Mrs. Arthur J. Roy requesting permission <br />to extend their trailer court to accommodate fifty trailers. A sketch was <br />presented with the letter. City Manager Blom advised that Building Inspec- <br />tor Duncan made a survey of the site with Health Inspector Hodge. Building <br />Inspector Duncan advised that all provisions were complied with and that the <br />Health Department considered the court to be one of the finest in the State <br />from the standpoint of sanitary facilities.
