200. <br />MINUTES OF ADJOURNED MEETING <br />REDWOOD CITY COUNCIL j <br />JUNE 9, 1947 <br />9:00 P. M. <br />ON PDLL CALL the following were present: Councilman Carl A. Britsohgi, Floyd D. Granger, <br />H. E. Holmquist, Arthur V. Swift, William M. Werder, Mayor W. W. Hilton and City <br />Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, City Attorney <br />Cuthbert B. Currie, City Engineer C. L. Longson, Fire Chief J. L. Lodi, City Collector <br />Paul E. Perrin, Assistant Engineer H. L. Winter. Absent: Councilman George W. <br />McNulty, <br />MAYOR HILTON EXPLAINED THAT THIS WAS A MEETING CALLED FOR THE PURPOSE OF CONSIDERING <br />THE ANNEXATION OF PROPERTY KNOWN AS THE PIKE PROPERTY, City Attorney Currie present- <br />ed an affidavit of publication of the resolution calling for a public hearing on <br />this matter and the affidavit was ordered filed on motion of Councilman Werder, <br />seconded by Councilman Granger. Motion passed unanimously. <br />City Manager Blom advised that he had requested City Engineer Longson to prepare <br />an analysis in regard to the effect this annexation would have on the present <br />sewer system of the city. City Engineer Longson advised that he believed the main <br />difficulty was in providing for the lower elevation rather than the high elevation <br />and that this condition was caused by the accumulation of small annexations to <br />the city over a period of years which has caused a congested condition in the lower <br />areas. He believed the installation of several trunk lines and intercepting lines <br />to carry the sewage to the sewage plant would relieve the condition and did not <br />believe that the system would be overloaded by the new annexation provided the <br />whole system was eventually overhauled. Councilman Werder asked if it would not <br />be necessary to eventually overhaul the system regardless of whether this area " <br />was annexed or not. City Engineer Longson replied that it would be. <br />Mayor Hilton asked if this area would assume any part of the cost of the sewage <br />disposal plant for which bonds were voted in 1944. City Manager Blom advised <br />that the subdivider of this tract could be asked, and by agreement could, assume <br />his share of the bonded indebtedness of the city. In lieu of this, he explained <br />that the bond issue for the sewage treatment plant was based on the idea of en- <br />acting a sewage service charge under which the people in this area as well as <br />those in the rest of the city would pay a sewage service charge sufficient to <br />pay the principal and interest of the bonds for the plant and no taxes would be <br />levied for that portion of the bond issue. <br />Mayor Hilton asked if water could be served to this area. City Manager Blom <br />replied that with the exception of two or three acres in the upper part of the <br />tract that the area can be seved from the present reservoir. It will be neces- <br />sary for the subdivider in the tract to install the water mains. In the upper <br />! portion of the tract, it -will be necessary to furnish water from the Emerald int <br />i Lake reservoir. ■i <br />i ■d <br />Attorney James O'Keefe appeared before the Council in behalf of the owner of the �l <br />Pike property and submitted for the records of the Council a certificate of the <br />County Clerk under his seal certifying that there are no nore than two qualified <br />electors in the area known as the Pike property. He asked if there were any <br />written protests on file from persons who own any property that appears on the <br />last equalized assessment rolls of San Mateo County in the area to be annexed. <br />
