0 <br />I <br />Blom advised that the State has taken away the power from cities and counties to 1 1 <br />control the weight of trucks on their streets. The Council was in accord with some. <br />thing being done to prevent the streets from being ruined. The City Manager was <br />asked to contact Douglas and Woodhouse, the contractors, in regard to the matter and <br />it was suggested that the City Attorney submit a report to the Council at one of the <br />scheduled budget meeting as to the legal aspects of preventing heavy trucks from <br />traveling on the streets. <br />D. S. FABBRO appeared before the Council again requesting that he be given a permit to <br />alter his building at'520 Arguello Street into apartments. Councilman Holmquist, <br />advised that he, Councilman McNulty and Councilman Swift, had inspected the premises <br />and it was his opinion that because there are no other buildings close by which meet <br />the requirements of the fire district the permit should be issued. He so moved,' <br />seconded by Councilman Werder. Under the.question, Councilman McNulty was still of <br />the opinion that it would be strictly against the ordinance,to grant the permit, <br />while Councilmen Holmquist and Werder were of the opinion that an exception should <br />be made in this case due to the fact that they believed the fire hazard would be <br />lessened by the improvements. City Manager Blom explained that the reason the.20% <br />limitation of the assessed value for improvements was in the Code was to prevent <br />non -conforming buildings remaining in the district for a long period of time. He <br />stated that, while Mr. Fabbro had made a logical argument for the permit, it'was <br />going to make the work of the Fire Inspector difficult if the permit were granted. <br />Councilman Werder stated that he did not believe this building would remain in the <br />district for an indefinite time due to the fact that it is residential property. <br />City Manager Blom also pointed out the fact that there will be two additional <br />families living in the structure. A roll call vote was requested and the following <br />Vote recorded: Ayes.and,in favor of the motion: Councilmen Granger, Holmquist, <br />Swift and Werder. No vote: Councilman McNulty. Absent: Mayor Hilton and <br />Councilman Britschgi. <br />COMMUNICATION WAS RECEIVED FROM CLEMENT BAUME OF THE RECREATION COMMISSION requesting the <br />Council appoint a committee to investigate a_pre-cut building which is being erected <br />at Bushrod Playground, Oakland, with the idea in mind of erecting such a building in <br />Redwood City for recreational purposes. Mr. Baume appeared and advised that the <br />Commission had gone on record as unanimously approving such a building and suggested <br />it be located at Community Center. He stated the building could be -erected in three <br />. months time and would provide a meeting place for the teen-agers. The cost of the <br />building is $42,000. There was discussion as to whether the Master Plan designated <br />a particular type of structure for the Community Center. City Manager Blom advised <br />that the Plan provided for an auditorium around which would be built dressing rooms, <br />meeting rooms, etc. He believed the building under discussion would conform with <br />the development planned for this area. Mr. Jack Poole of the Recreation Commission <br />also appeared in behalf of the.,structure. Councilman Werder asked about the avail- <br />ability of bond funds for such a building at.the present time. City Manager Blom <br />replied that there is $37,000 set up for a building with approximately 13,000 square <br />feet, and including furniture. He stated, however, that.the former City Attorney <br />had advised that there would be some leeway allowed in the use of the funds if used <br />within the same location.
