0 <br />D <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />AUGUST 18, 1947 <br />8:00 P.M. <br />ON ROLL CALL the following were present: Councilmen Carl A. Britschgi, Floyd D. Granger, H. E.Holmquist, <br />258-A <br />George W. McNulty, Arthur V. Swift, William M. Werder, Mayor W. W. Hilton and City Clerk R. S: Dodge. <br />Also present were: City Manager E. W. Blom, City Attorney Cuthbert B. Currie, Assessor -Auditor John <br />J. Brophy, City Collector Paul E. Perrin,Assistant Engineer R. E. Pontow, Building Inspector L. M. <br />Duncan and ,Police Chief C. L. Collins. <br />COUNCILMAN BRITSCHGI MOVED, SECONDED BY COUNCILMAN WERDER, APPROVAL OF MINUTES OF PREVIOUS MEETING as mailed. <br />Motion passed unanimously. <br />MR. FRANK DEPATA appeared on behalf of the Central San Mateo County Realtors voicing a protest against the <br />high property values established in the`i'evaluation program. He claimed the higher assessments were <br />driving people from the city:' Councilman Werder asked if the Realtors had a recommendation as to some <br />other way of financing the city's expenses. There was considerable discussion in regard to this matter, <br />the view of the Council being that they'had done the best of their ability to help solve the city's <br />financial problem. Councilman Werder moved, seconded by Councilman Britschgi, that the protest of the <br />Realtors be placed on record and filed. Motion passed unanimously. <br />COMMUNICATION WAS RECEIVED FROM THE REDWOOD CITY RETAILERS OF THE CHAMBER OF COMMERCE URGING THAT CONSIDERATION <br />be given to an immediate remedy to.alleviating the odors of the creek which runs through lower Broadway. <br />A petition, and similar communication was received from the Chamber- of Commerce. Mayor Hilton advised <br />that he believed the city was moving in the right directionto correct this situation. Plans and speci- <br />fications have been prepared for the sewage, -'disposal plant. It was a question of financing the cost of <br />flood gates which prevented them from being installed. It was agreed that this creek caused a nuisance <br />and that it was the desire of the Council to correct the situation. Councilman Britschgi suggested tht <br />a committee of pitizens be appointed to study the matter and to bring back a recommendation as to the <br />financing of the project. In regard to the sewage disposal plant, City Manager Blom advised that the <br />plans were in the Engineering Department but that it had been decided to not advertise for bids at this <br />time due to the fact that materials needed for the prbject would not be available for from twelve to <br />sixteen months. Councilman Granger moved, seconded by Councilman Holmquist, that the Mayor be author- <br />ized to appoint A committee to study this matter. Motion passed unanimously. <br />RECOMMENDATION WAS RECEIVED FROM THE PARK AND RECREATION C)MMISSION that the two ball diamonds at HBwes Park <br />be tufted as soon as possible. Councilman Werder moved, seconded by Councilman Granger, t1B t the <br />recommendation of the Commission be accepted. Under the question, Councilman Granger explained that <br />the money for this project was left out of the budget because it was to be financed from the bond fund. <br />There was some'dise'ussion in regard to the recent criticism which the Council had been receiving due to' <br />the fact that this project was not approved by therp. It was the opinion of the Council that they were <br />to bear by the press or ball players. Mayor Hilton further explained that the project was app#oved by <br />the Council previously with the provisibn that it be financed from the bond fund. Themotion passed <br />unanimously. <br />COMMUNICATION WAS RECEIVED FROM THE 20-30 SERVICE,OLUB requesting permission to erect two road signs at locations <br />satisfactory to the City Council and the Club. Councilman Granger moved, *seconded by Councilman Britschgi, <br />that the matter be referred to the City Manager as to working out a location for the signs. Under the <br />question, Councilman Britschgi suggested that some thought be given to having a single board at the <br />entrances to the City upon which all service clubs signs would be hung. Mr. Butler of the Chamber of <br />Commerce wasin the audience and advised that the Community Development Section of the Chamber was now <br />working on such an arrangement." The motion passec7: unanimously. <br />
