E <br />I <br />1 <br />1 <br />1 <br />I <br />This was the time set for opening of bids for improvements in Redwood Terrace No.1 <br />and adjoining territory. Weber <br />0146,203:48 <br />190,393.60 <br />170,815.65 <br />159,986.05 <br />149,561.97 <br />155,832.23 <br />City Attorney McCarthy examined the bidders' bonds submitted with the bids <br />and found them to be adequate and legal. <br />Councilman Britschgi moved, seconded by Councilman Swift, that the bids be <br />referred to the Engineering Department for a report at the next meeting. <br />Motion passed unanimously. <br />A Mr. Andrew Norris appeared before the Council stating that his sewer line is con - <br />nected to the one next door to his home instead of to the street. His home is <br />located on Hudson Street between Oak and Redwood Avenues. It was his conten- <br />tion that the city was responsible for allowing such condition. City Manager <br />Blom advised that it is attempted to run a lateral to the property line for <br />each lot' and each owner is supposed to connect to the lateral that is provided <br />for his lot. Sometimes a contractor who is building two homes will connect to <br />a single lateral. This practice is not condoned by the city, however. As to <br />who was responsible for the condition existing on Mr Norris' property, Mr. <br />Blom was of the opinion that it could not be ascertained at this time. He <br />stated that at the present time the Building Inspector was responsible for <br />whatever work is done under permits which he issues until the work is complete. <br />Some years ago there was some argument as to where the Building Inspector's <br />authority began and ended. Councilman Uranger moved, seconded. by Councilman <br />Britsohgi, that the matter be referred to the City Manager to see who is at <br />fault in the matter and to report back at the next meeting. Motion passed <br />unanimously. <br />A Mr. Sledge who resides on Hudson Street near Woodside Road a}peared before the <br />Council and questioned the length of time the contractors would be working on <br />the streets in that location. He complained about the dust that was being <br />raised and also the manner in which equipment was left on the job at night. <br />He reported that a young boy had been injured while playing around the equip - <br />went. City Engineer Wilson reported that the contract was to be completed <br />ninety days from the date of the contract and he believed that the date was <br />December let. <br />He <br />believed that the <br />base would be <br />laid very <br />shortly which <br />would relieve <br />the <br />dust situation. <br />Insofar as the <br />equipment <br />is concerned, City <br />Manager Blom advised that it is difficult to leave such equipment so that it <br />is not dangerous. He advised that the contractor carries public liability <br />insurance and that the rate depends upon the experience of the contractor in <br />the number of accidents he has. He stated he would call the matter to the <br />attention of the contractor. <br />Mr. Ernest Wilson entered the meeting and City Attorney McCarthy explained to him <br />the action taken by the Council in regard to hearing of protests to improve - <br />menta in Redwood Terrace No. 1. The protestant to the work again addressed <br />the Council stating that he believed the assessment was excessive and asked <br />33 <br />
