37 <br />that he and Mr. Wilson had selected their first and second choice independently <br />and that they were in agreement with the selection. The first choice was <br />Park -O -Meter, an.automatic meter,•and second choice Mi -Co, a manually operated <br />meter. He also advised that there are two methods of collection. One pro= <br />vides a sealed coin box and the other is an arrangement calling for a funnel <br />which delivers the money into a box. It was his recommendation that the fun- <br />nel type be used due to the amount of extra work the sealed box would neoessi- <br />tate to both the Treasurer and Collector. Councilmen granger and McNulty were <br />of the opinion the sealed box would eliminate any suspicion from the aollectgr, <br />however, it was Mr. Blom's opinion that it .would require too much extra work <br />and extra help. The matter of making a final choice was held over to next <br />meeting until a full council was present. City Attorney McCarthy advised that <br />t <br />he had drawn a draft of an ordinance covering the use of parking meters along <br />i <br />F the lines of those in use in Burlingame and San Mateo and that he would mail <br />to each member of the Council a copy. <br />The matter of the abatement of the Viarenze property was continued to the next meet- <br />ing. <br />City Engineer Wilson presented sketch showing the proposed setbach lines on Winkle- <br />bleck, California and James Streets. After reviewof the sketch, Oounoilman <br />Britschgi moved, seconded by Councilman Granger, approval of the plan as sub- <br />mitted by the Engineer and the Engineer be instructed to report on the assess- <br />ment for the entire project including the acquisition of the Reid property <br />and the cost of street widening. Motion passed unanimously. <br />This was the time set for hearing on the proposed Vehicle Parking District. There <br />were no protestants. Councilman McNulty moved, seconded by Councilman <br />Britschgi, filing of affidavit of publication of notice. Motion passed unani- <br />mously. <br />Councilman Britschgi moved, seconded by Councilman Swift, adoption of resolu- <br />tion determining to acquire the property for a parking district and overruling <br />protests. On roll call, resolution was unanimously adopted with Councilmen <br />Armstrong and Werder absent. <br />R E 8 0 L U T ION No. 405 <br />DETERMINING TO MABE'IMPROVEMENTS AND ACQUIRE PROPERTY WITHOUT COMPLIANCE <br />WITH INVESTIGATION ACT. <br />RESOLVED by the Council of the City of Redwood City, California, that <br />Resolution No.402 entitled <br />WHEREAS on the 21st day of October, 19469 this Council adopted/°Reaolution <br />of Prelimary Determination to Acquire Property for and Establish a Pellicle <br />Parking District, and to Construct and Maintain and Off -Street Vehicle Parking <br />Area" to acquire property and to construct and maintain certain public improve- <br />ments more paTticularly therein described and did fix Monday, the 4th day of <br />November, 1946 at 8 o'clock p.m. at the Council Chambers in the City Hall in <br />said City as the time and place when and where any and all persons' interested <br />may appear and show cause, if any they have, why the City Council should not <br />find and determine that the public convenience and necessity require the im- <br />provements described and referred to in said Resolution and the acquisition <br />of the land therein described, without compliance with the Special Assessment <br />Investigation, Limitation and Majority Protest Act of 1931; and <br />WHEREAS notice of the adoption of said Resolution of Preliminary Deter- <br />mination and of said time and place of hearing was given by the City Clerk <br />by•publication and posting for the time and in the manner provided in said <br />Resolution and in Ordinance No. 515 of said.City, as appears from affidavits <br />on file with the City Clerk; and <br />WHEREAS, NO written objection to the undertaking of said proceedings <br />without first complying with the provisions of said Investigation Act has <br />
