The only stipulation made by the <br />awners of the building was that the city assume the cost of the public liability <br />- insurance. <br />Councilman «erder asked for the amount of taxes that would be payable on the building. <br />City Manager Blom estimated the amount at approximately 9650 for both city and county <br />taxes. It was the opinion of Councilman Werd er that the city should also assume the <br />cost of the taxes against the property. Councilman Granger moved, seconded by Coun.. <br />oilman Swift, that the recommendation of the Youth Center Committee be accepted and <br />that the City Attorney and City Manager be instructed to draw up the necessary papers <br />for the use of the building providing for the taxes and insurance to be assumed by <br />the city and that the building be turned over to the Recreation Commission for super- <br />vision by them. Under the question, Councilman McNulty asked if any other organi- <br />zation would be permitted to use the building. It was the opinion of the majority <br />1 <br />! of the Council that the teen-agers, did not represent any one organization and that <br />1 <br />the question of who would be permitted use,of the building•would be left to..the <br />discretion of the Recreation Commission. Mayor Hilton asked what supervision waa <br />to be had in the wayof adult chaperons. Councilman Britsch 1 <br />p g. presented a letter <br />1 <br />i from Mrs. Violet H. Brown offering her services in any capacity free of charge. It <br />was the opinion of Councilman Britschgi that many other such offers would be ob- <br />tained from the parents of the teen-agers. This opinion was shared by other Council <br />men who expressed the thought that the youth center would develop into a project <br />similar to that of the U.S.O. It was also thought that the Recreation Commission <br />_- would very ably take care of this phase of the matter. Councilman Granger and <br />Mayor Hilton stated that they did not want the project to develop into something <br />that would require employing a full time recreation leader. <br />Councilman Granger asked if any money was to be appropriated to repair the build- <br />ing. City Manager Blom advised that the Fire Chief had recommended that the doors <br />' should be made to swing outward. It was also desirable that a kitchen be installed <br />i <br />which would necessitate some plumbing. City Manager Blom believed that the city <br />should stand the expense of these items. City Manager Blom asked if -it was the <br />wish of the Council to have the taxes and insurance worked out on a monthly basis. <br />This was thought desirable due to the temporary nature of this building. <br />The motion accepting the recommendation of the Youth Center Committee passed unan- <br />imously. The teen agers present were advised to contact the Recreation Commission <br />in the future for access to and use of the building. <br />Councilman Granger, seconded by Councilman Swift, moved that the City Manager be.author- <br />. ized to expend the sum of not to exceed :250 for necessary repairs and alterations <br />of the Old Library Building. Motion passed unanimously. <br />Councilman Granger asked if the letter from the Veterans' Hospital Committee had been <br />forwarded to the Community Chest. Mrs. Evelyn Carlson, secretary of the Community <br />Chest, was in the audience and advised she had not received the communication. <br />City Clerk Dodge explained that upon advice of Mr. -Duncan Reynard, Chairman of <br />the Chest, that he had forwarded the communication to Mrs. David Bohannan. It was <br />explained that Mrs. Bohannan was not in the country at the present time and Mr. <br />Dodge stated he would forward another communication to Mrs. Carlson. <br />Councilman Granger asked to have placed on,the agenda for attention of the City Attorney <br />
