90 <br />address is not the same, or to the general delivery when no address.so appears, a <br />statement containing a designation by street number or other description of the <br />property assessed sufficient to enable the owner to identify the same, the amount <br />of the assessment, the date of the recordation of said assessment, the time and <br />place of payment thereof, the effect of failure to pay within such time, and a <br />statement of the fact that bonds will be issued on unpaid assessments pursuant to <br />Article I of the Redwood City Improvement Procedure Ordinance, the last install- <br />ment of which bonds shall mature fourteen (14) years from the second day of <br />January next succeeding ten (10) months from the fifteenth day of November follow- <br />ing their date. <br />11. Immediately upon such recordation said Superintendent of Streets shall <br />give notice thereof by ten publications in the Redwood City Tribune, a newspaper <br />printed and published in said City, which notice shall set forth, among other things, <br />that all sums assessed therein are due and payable at his office immediately, <br />and that payment thereof is to be made to him within thirty days after the date <br />of recording said assessment, which date shall be stated in said notice, and su&h <br />other matters as are required by said Ordinance. <br />I hereby certify the foregoing to be a true copy of resolution adopted <br />by the City Council of the City of Redwood City, California, at a regular <br />meeting thereof held on the 13th day of January, 1947, by the following <br />vote of the members thereos: <br />AYES, and in favor thereof, Councilmen: ARMSTRONG, BRITSCHGI, GRANGER, <br />McNULTY, WERDER and Mayor HILTON. <br />NOES, Councilmen: NONE <br />ABSENT, Councilmen: SWIFT. <br />44#14' <br />RALPH S. It was the recommendation of the <br />City Attorney that the award be made to the lour bidder, L. C. Smith. The resolu- <br />tion provides for the Mayor to sign the contract instead of the City Manager, as <br />provided in the City Charter. Mr. Wilson stated that the Mayor is named under <br />the 1913 Act. Councilman McNulty offered resolution awarding contract for con- <br />struction work to L. C. Smith and moved its adoption, seconded by Councilman <br />Armstrong. Under question, Councilman Werder asked if the City Attorney -had a <br />report as to whether the Council could legally grant the contract to the second <br />lowest bidder on -the grounds that the time limit was better. City Attorney <br />McCarthy advised that unless a waiver was received from the low bidder and an <br />acceptance from the next low bidder, the Council would have no right to award the <br />contract to anyone other than the low bidder. Councilman Werder asked if it was <br />the intention of the lots bidder, L. C. Smith to continue with his low bid. Mr. <br />Smith replied that he intended to go ahead with the job. City Manager Blom <br />suggested that inasmuch as there had already been a delay of sixty days on the <br />project there might be some delay in getting the job done by July 1, 1947. He <br />stated that the City will not have the cast iron pipe for that project until <br />June or July. The pipe was due last October and first delayed until February. <br />The latest report was that it will be delayed until June 25th on the 811 pipe <br />and most of the 611 and until July 25th for the remainder of the 611 pipe. It <br />will be impossible to complete the installing of the pipe until about September <br />lst. Mr. Ludwig Werder was advised of the 'situation. Mr. Blom believed it. <br />should be made clear to the bidder. <br />Mr. Smith stated delay in material had been responsible for holding up many <br />projects and that it would be a, matter of working the situation out so that <br />other work could be done which would not interfere with the laying of the pipe. <br />
