91. <br />J Mr. Smith stated that under the State Specifications, such a 'situation automatically <br />extends the time of the contract. Councilman Werder asked if the City could reject <br />all 'yids and readvertise. Mr. McCarthy stated that'it would be legal but that as <br />favorable bid might not be received and that it was bad physcology. Councilman <br />Armstrong also pointed out that a bid for purchase of bonds had been accepted and <br />that the bonds might not cover a new bid. On roll call, resolution was unanimously <br />adopted with Councilman Swift absent. <br />R E S 0 L U T ION No. 422 <br />AWARDING CONTRACT REDWOOD TERRACE NO. 1 AND ADJACENT TERRITORY. <br />RESOLVED, by the City Council of the City of Redwood City, California, that <br />WHEREAS, said City Counoil'of said City did, in open session, on the 4th day <br />of November, 1946, publicly open, examine and declare all sealed proposals or bids <br />for the work to be done and improvements to be made, as described and specified in <br />Resolution of Intention No. 392 of said City Council, adopted September 3, 1946, <br />to which resolution of intention reference is hereby made for a description of said <br />work and improvements and/or the materials, supplies or equipment to be furnished <br />therefor, also for the assessment district provided for therein. <br />NOW, THEREFORE, IT IS ORDERED: <br />1. That the City Council hereby rejects all of said proposals or bids except <br />that hereinafter mentioned, and hereby awards the contract for doing said work and <br />making.said improvements to the lowest responsible bidder, to -wit: <br />L. C. Smith, at the prices named in his bid; <br />i <br />2. That the Mayor of said City is hereby authorized to make and enter into a <br />written contract with said successful bidder, and to receive and approve all bonds <br />in connection therewith, and the Clerk oP said City is hereby directed to attest <br />his signature and affix thereto the corporate seal of said City. <br />1 <br />I hereby certify the foregoing to be a true copy of resolution adopted <br />by the City Council of the City of Redwood City., California, at a regular <br />meeting thereof held on the 13th day of January, 1947, by the following vote <br />of the members thereof: <br />AYES, and in favor thereof, Councilmen; ARMSTRONG, BRITSCHGI, GRANGER, <br />McNULTY, WERDER and Mayor HILTON. <br />NOES, Councilmen: NONE <br />ABSENT, Councilmen: SWIFT. <br />APPROVED: <br />W. DODGE <br />City Clerk of the City of Redwood City <br />. <br />t <br />N <br />Councilman Britschgi moved, seconded by Councilman Werder, that the resolution provid- <br />ing for partial distribution of surplus be referred to the Engineer for return at <br />the next meeting with the percentage blank filled out. -.and an explanation of how <br />it was arrived at. Motion passed unanimously. <br />Mr. Mark Larwood appeared before the Council protesting the speeding of automobiles in <br />the residential area. After considerable discussion on the matter, Councilman <br />Britschgi moved, seconded by Councilman Armstrong, that the matter be referred to <br />the Traffic and Safety Commission pointing'out that the Council feels that the <br />traffic is moving too fast in and around the residential area. Under the question, <br />Councilman Granger suggested that the Chief of Police take cognizance of the Coun- <br />oil's opinion and instruct his men to be more strict. City Manager Blom reported <br />that the majority of the accidents have occurred on El Camino Real.and the police <br />had been concentrating on that highway.
