154 I hereby approve the foregoing resolution <br />this 21st day of March, 194.9. � <br />W. M. WERDER <br />Mayor of the City of Redwood City <br />C. W. LINDER,'3405 Dover Road, and R. REEVES, 3327 Dover Road, appeared in regards to <br />South Kensington Square Streets. Mr. Linder stated they understood the work was <br />going on in the Engineering Department but wished some information as to the <br />progress of it. City Engineer Jain stated plans were almost completed, specIfica- <br />tions were about one-half done and they hoped to have the whole thing ready by the <br />first of April, after which it would take 30 to 60 days for hearings, and he ex- <br />pected bids to be called by the first of June. Job included paving, curbs.,, gutters, <br />sidewalks, and sewer. City hoped to install a skelton water system, enough for <br />fire protection. City Engineer Jain could not promise that all the work would be <br />done before the following winter. Anyone interested in the work could check with <br />the Engineering office at any time they wished. It was thought some temporary <br />patching could be done at this time. <br />REX BENHAM APPEARED AGAIN IN REGARDS TO THE DISPOSITION OF THE PORT BONDS. Mr. Benham <br />thought the Charter should be amended and that it was the Council's responsibility. <br />Councilman Morgan reported on the committee meeting and stated.that inasmuch as the <br />Port operated independent of the City, the Council would have no jurisdiction unless <br />the Charter were changed, and this would have to be done by a vote of the people. <br />If it was the thought by the Council that the Charter should be changed, it should <br />not be done piecemeal but a committee formed to study the Charter. Councilman <br />Holmquist moved that the report be accepted, in of the fact there might be <br />needed changes in the Charter, possibility of forming a committee to study this <br />should be kept in mind and placed on the agenda for April 4th, seconded by Council- <br />man Britschgi. Councilman Granger pointed out if this was to be considered it <br />should be done next year as the committee would need that much time to study the <br />Charter. Each Councilman might present a name for this committee before the next <br />j thirty days. Motion carried. If the committee was formed the Port matter of funds <br />' would be taken care of in the possible change of Charter consideration. <br />COLLEN CONSTRUCTION COMPANY, 1702 Woodside Road. Mr. Colligan appeared and requested <br />the City to install water main at his expense on Truman Street, Redwood Terrace <br />No. 1, and was informed as of this date by the City Engineer Jain that it was not <br />possible to install it. He asked the Council to instruct the City Engineer to <br />install the main, the householder to pay for the services. Action had been pre- <br />viously taken at this meeting approving the City Manager Rolison's recommendation <br />of projects in the order of their importance. It was suggested that outside <br />contractor do the work, however, Mr. Colligan wished the work to be done by the <br />City, or authorized by the City, though it was thought on the part of the Council <br />that he would be spared unnecessary delay if he, himself, contracted for the work �I <br />!,b <br />rather than the City. Mr. Colligan stated he could have the trenching done. <br />City Engineer Jain stated that in trying to work out the other projects they needed <br />help on the work that was behind. Water Superintendent Winter thought it would <br />take two weeks for the job, weather permitting. Fourteen homes were ready for <br />occupancy. Mr. Colligan agreed to put up the bond. Councilman Holmquist moved <br />that City Manager Rolison and City Engineer Jain be instructed to install a water <br />I <br />
