i <br />ALLEGED VIOLATIONS OF BUILDING CODE, IN LENOLT TRACT. .Building Inspector submitted re- <br />port (1) Fence along Stafford & B Streets had been cut down to three feet in height <br />which was legal. (2) Auto Courts on Stafford & A Streets were built within one foot <br />of property line and had no openings. This was allowed by the building code. (3) <br />Laundry room built on rear of home at 307 A Street was within two or three inches <br />of the property line which was a violation. Building Inspector Duncan contacted Mr. <br />Weiner and Mr. Weiner claimed he did not build said laundry room. Evidently this <br />was built by the owner without a permit as Mr. D uncan could find no record of a per- <br />mit having been issued. Mr. Lennon appeared and <br />p protested again, and also presented <br />pictures._ Mayor Werder suggested that the Building Inspector find out who built <br />the laundry room. <br />TRAFFIC:AND SAFETY DIVISION. City Manager Rolison submitted report on this proposed divi- <br />sion, a copy having been given to each member of.the Council. The study was con- <br />ducted by Police Lt. Stanley Wood and Administrative Assistant Miller and some of <br />the procedures recommended by the League of California Cities were suggested. It - <br />was suggested that a permanent fact finding committee be created consisting of the <br />Chief of Police or representative from his office, a police officer to be assigned <br />from existing personnel to the primary duty of traffic supervisor, the City Engineer, <br />or a representative of his office and the Planning Advisor. It was recommended that <br />a committee be delegated sufficient authority, consistent with existing ordinances, <br />to take direct action, subject to the approval of the City Manager, on all minor <br />traffic matters. If approved by the Council the additional cost for the remaining <br />eleven months in the current fiscal year for salaries of steno -clerk, planning ad- <br />visor, a filing case, office furniture, printing, etc., would be approximately x;3000 <br />which was itemized in his report. This would be a proper charge against parking <br />meter revenues. Office space for the purpose would be needed as well as additional <br />office space for the Auditor -Assessor and should be jointly considered. Councilman <br />Granger moved that City Manager Rolison's recommendation be approvEd on condition <br />that the amount to be charged against the Parking Meter Fund came within the per- <br />centages allowed under the Council resolution setting up such fund, seconded by <br />Councilman Holmquist, and carried, Councilman Britschgi voting No. <br />RESOLUTION No. 607. Councilman Spillers offered resolution and moved adoption transfer- <br />ring $40,000 from the General Reserve Account to keep the General Fund on a cash <br />basis until the taxes come in, which would be replaced immediately after December <br />let, seconded by Councilman Holmquist, and carried on roll call. Councilman Morgan <br />noted absent. <br />RESOLUTION No. 607 <br />AUTHORIZING TRANSFER OF GENERAL RESERVE ACCOUNT TO GENERAL FUND TO MAINTAIN <br />AND KEEP ON CASH BASIS. <br />RESOLVED, that the City Auditor be and is hereby authorized to transfer the <br />general reserve account to general fund cash account for the purpose of keeping <br />said fund, as nearly as possible, on a cash basis, as provided for in Section 61 <br />of the Charter of the City of -Redwood City. <br />-BE IT FURTHER RESOLVED that the fund so transferred -be returned to general <br />reserve account as soon as cash is available immediately after December let when <br />monies are collected on present fiscal year tax bills, and in no event later than <br />the end of the present fiscal year. <br />AYES, and in favor of the passage and adoption of the foregoing resolution: <br />Councilmen: BRITSCHGI, GRANGER, HOLMQUIST, SPILLERS, SWIFT, and Mayor WERDER. <br />NOES, and against the passage and adoption of the foregoing resolution: <br />Councilmen: NONE <br />I <br />
