22 <br />HIGHLANDS DISTRICT IMPROVEMENTS ASSOCIATION REQUESTED PERMISSION TO HOLD A MEETING IN THE ,+ <br />COUNCIL CHAMBERS on Thursday night, October 21st for a general meeting of association <br />members and of Emerald Lake residents to discuss further the ways and means of form- <br />ing a utilities district. Councilman Morgan explained that some weeks ago when he <br />met with their committee he had offered, subject to the approval of the members of <br />the members of the Council the use of the Council Chambers inasmuch as the City was <br />vitally interested in the water problem at Emerald Lake. On motion of Councilman <br />Holmquist, seconded by Councilman Swift, the Council Chambers were made available. <br />Motion carried. <br />COUNCILMAN GRANGER RAISED THE QUESTION REGARDING the use of addressograph equipment <br />which the Highlands District Association expressed the desire to use in the mailing <br />of notices to the people of the area. It was explained that this courtesy was <br />granted for the first meeting and inasmuch as machines would be operated by our own <br />personnel it was decided on motion of Councilman Britschgi, seconded by Councilman <br />Swift, that the Water Department employees address the envelopes for the meeting of <br />October 21st. Motion carried. <br />0014MUNICATIONS WERE RECEIVED FROM PENINSULA ELECTRICAL CONTRACTORS' ASSOCIATION and the <br />Building and Construction Trades Council of San Mateo County, registering their dis- <br />approval of the City's Electrical Department installing electroliers at Redwood <br />Terrace No.2. City Manager Rolison explained that the City had agreed some two years <br />ago to install from 15 to 20 electroliers, the Land Development Company to furnish <br />the material, the City to furnish the labor. He stated that this construction job <br />was an unusual one and would probably not be experienced again inasmuch as future <br />' <br />u installations of electroliers would be paid for by an assessment district and con- <br />■11 <br />tracts would be let. On motion of Councilman Granger, seconded by Councilman <br />Holmquist, communications were referred to City Manager Rolison to reply and to <br />offer to discuss the matter with them. It was thought that their explanation would <br />be satisfactory to the parties protesting. Motion carried. <br />A PETITION WAS RECEIVED SIGNED BY SOME 16 peoperty owners requesting street lights at the <br />intersection of Jefferson & Topaz, and Madison & Topaz. Mrs. H. Meyers, 644 Topaz, <br />spoke on the subject stating the need of lights in this territory. On motion of <br />Councilman Holmquist, seconded by Councilman Swift, communication was referred to <br />i <br />Electrical Department, Mr. Lodi to bring back an estimate at the next regular meet- <br />. <br />ing. This was to be put on the agenda. <br />� <br />; <br />COMMUNICATION FROM PERSONNEL BOARD was read by City Clerk Dodge recommending that the <br />f <br />position of Assistant Appraiser be allowed to remain in the salary plan. Council- <br />man Granger stated that he had no objection to allow that position to remain in <br />1° <br />the plan. However, he did not feel the title covered the position wished to be <br />filled, namely, that of "Field Clerk", for want of a better name at this time. <br />He suggested that recommendation be made to the Personnel Board that a new posi- <br />tion be set up to cover, the type of job which they had in mind. After City Attor- <br />ney Currie explained that the title, Assistant Appraiser, be allowed to remain in <br />s <br />the ordinance without effecting the situation and stating further the fact that <br />the job classification appears in the ordinance did not necessarily mean that the <br />1 <br />job would have to be filled. Councilman Granger moved that the City Manager be <br />directed not to employ an Assistant Appraiser, and further, that recommendation be <br />made to the Personnel Board to set up new position mentioned above.
