This was recently rezoned from R-1 to R-4 District on petition of 0. L. Johnson with '425' stipulation that if proposed apartment development fell through the Planning Commission would recommend rezoning the area back to R-1. Two public hearings were held and pro- per notices sent to adjoining property owners. Petition to rezone 217 feet to C -1-H District by 0. L. Johnson was denied for the above reason andthe Planning Commission thought the area should be restricted in use until full development plan could be pro- duced with some guarantee of accomplishment. On motion of Councilman Morgan, seconded by Councilman Swift, Planning Commission recommendation was approved, and City Attorney directed to prepare necessary ordinance for introduction at the next meeting. SERVICE OF AUDITING BOOKS AND ACCOUNT OF THE CITY FOR THE FISCAL YEAR BEGINNING July 1, 1950 and ending June 30, 1951. Information was requested by Francis W. Pearson, Jr., and Accountant whether or not the City Council would request bids for such services. Coun- cilman Granger moved that the City continue with the present service, seconded by Coun- cilman Swift. As this was a service and not the purchase of materials it was not neces- sary to advertise for bids. Motion carried. INDUSTRIAL SURVEY PENINSULA CITIES. Communication was read from Mr. e. W. Butler, Vice= President and Manager of the Redwood City Chamber of Commerce, referring to the letter from Mayor Leo Perko of South San Francisco regarding survey. It was their suggestion that when the executive secretary of the South San Francisco Chamber of Commerce con- tacted the various chambers in San Mateo County, that they ascertain the facts and report to the City Council for action. Communication filed pending further action from the Chamber of Commerce. BRIDGE OVER CREEK ON FAY STREET BETWEEN OAK AND ROOSEVELT STREETS. Petition of 40 names requested that this old wooden bridge should be replaced before they were asked to sup- port any more bond issues. It was their understanding that there was a bond issue in 1944 of which $3000 was allocated for the construction of a concrete bxidge over the creek at this point. City Manager Rolison stated some of the bonds were concelled at the time of completion of Sewage Treatment Plant. Councilman Morgan moved this be carried on the agenda, seconded by Councilman Britschgi and carried. COMPLAINT AND PROTEST SIGNED BY 24 property owners on Ruby Street was read by City Clerk Dodge to the free run of dogs over their property causing a great deal of destruction to it and barking in a most irritating manner. Due to the complaints some of the'dogs had been relegated to back yards, which some of the residents felt would be a temporary measure.but would not solve the reoccurence of this disagreeable situation. The City Manager had already referred this to the Poundmaster. As yet there was no report back. Councilman Holmquist stated the same condition existed all over the City as it was prevalent in his neighborhood. Mr. and Mrs. Johnson, Ruby Street appeared with objec- tions. Although dogs were permitted to run at large providing they were licensed it was understood that they could be picked up according to the ordinance when being ' destructive to private property. BUILDING COMMITTEE REPORT. Councilman Morgan, Chairman, reported that Building Inspector IIJJ Duncan and City Attorney Currie and himself had met and referred to Section 16.02 Bracket D, permits, to remodel. A person could improve a building up to 206 of its value at once or in 5 years, an appraiser could determine the Value of building. They thought the value should be decided by a committee appointed by the Council. Bids for repairs up to 206 should be made in writing by a certified contractor. Mayor Werder suggested that a report be made in more concrete form and placed on the agenda
