<br />STREET IMPROVEMENTS - ST. FRANCIS, HARDING, and SAPPHIRE. Sapphire, between James Ave. 451
<br />and St. Francis Street, and, St. Francis Street between Ruby Street and Harding Avenue
<br />property owners had'been petitioned; 58.85 percent of the total frontage had signed the
<br />petition. City Engineer Jain submitted report and letter recommending his office be
<br />authorized to prepare plans and specifications to start assessment proceedings for
<br />work and City Auditor Brophy be authorized to advance funds for engineering work from
<br />General Fund to be reimbursed from the assessment district. Councilman Morgan moved
<br />recommendation be approved, seconded by Councilman Spillers and carried. There were
<br />at least three other improvement projects which should 'come first according to Mr.
<br />Jain and he thought this should come last.
<br />CLAIM FOR ALLEGED PERS014AL INJURY, FILED BY ROGER C. LONG, 761 Lancaster Street, for son
<br />aged 2-1/2 years, Stephen R, for fall down embankment in creek, 800 block on
<br />Lancaster Street, due to unguarded condition of area immediately east of sidewalk.,
<br />He was allegedly injured about the head, neck, chest and pelvic regions, the total
<br />amount of damages have not as yet been ascertainable. Councilman Morgan moved the
<br />claim be denied and referred to the insurance carrier, seconded by Councilman Swift
<br />and carried.
<br />PROTEST AND COMPLAINT WAS FILED AGAINST JOHN and OLIVE HARTLEY, 730 Katherine Avenue, for
<br />operating a rug cleaning, cutting and repair business at their residence in violation
<br />of the restriction of residential area. Councilman Holmquist moved thia be referred
<br />to the proper authorities, seconded by Councilman Morgan. City Collector Perrin
<br />reported that Mr. Hartley had been licensed for a period of over two years for the
<br />purpose of taking orders, but it had developed into a major business in a residental
<br />area. Mr. Hartley appeared and stated he did most of the work in the purchaser's
<br />home, that he had a binding machine, he did not advertise, but that he did have
<br />business cards to give out on request. Mrs. Metvin, owner of the property; had
<br />recently purchased it and it had been rented on a two year lease to Mr. Hartley, and
<br />stated neighbors were willing to sign a petition that they had no objection to the
<br />business, except for Mr. Wilbert H. Kehe, 777 Katherine Avenue, across the street.
<br />Councilman Morgan withdrew his second and the motion was lost for want of a second.
<br />It4ayor Werder was in favor of further investigation and a later report. Councilman
<br />Morgan moved that Mr. Hartley be instructed to close his business and move to a
<br />commercial area within 30 days, seconded by Councilman Britschgi. Motion carried on
<br />roll call, Councilman Spillers and Werder voting No.
<br />AUDITOR C. G. UHLENBERG & COMPANY, SUBMITTED PROPOSAL FOR CONSIDERATION IN PREPARATION OF
<br />PRELIMINARY BUDGET FOR FISCAL YEAR 1949-50- They would make three examinations on a
<br />continuous audit basis with reports as of October 31, 1950, March 31, 1951, and a
<br />final annual report as at the close of the year, June 30, 1951; they would be at dis-
<br />posal of City officials for advice and counsel in accounting matters at all times.
<br />Cost of audit, which would include water department and other City Government records
<br />at the City Hall, would be at their regular per diem rates; maximum fee for year not
<br />to exceed 01300- Councilman Morgan moved approval of their proposal, seconded by
<br />Councilman Holmquist, and carried.
<br />PENINSULA PAINTING CONTRACTORS ASSOCIATION SUBMITTED LETTER requesting that when painting
<br />and decorating is to be done on public buildings and bids are to be entertained that
<br />they be listed at their office, 950 El Camino Real, Belmont, so that notice may be
<br />posted on their bulletin board and called to the attention of all their members.
