Councilman Spillers moved approval of City and County Engineer's recommendation on points presented in City Engineer Jain's letter, City Engineer to draw up plans and specifications on points f,greed upon making necessary adjustments, seconded by Councilman Swift and carried, Councilman Granger voting No as he was not sure what he was voting on. The Council having passed on this it would be presented to the County Board of Supervisors the following day in order to expedite the matter. REPORT ON ADVANCES MADE FOR ASSESSMENT DISTRICTS WAS MADE BY AUDITOR'BROPHY on request of the Council. As of February 28th, 1950 total advances from the General Fund amounted to $30,381.36, of which $18,190.20 would be recovered during March. Engineering charges still outstanding were $12,191.16, $6000 for Lenolt; $9,000 for Friendly Acres; and 013,000 on Broadway Ido. 3: Outstanding money is $191.16 over General Reserve Account maintained by the City for the purpose of paying operating expenses for the four month period during which no taxes are collected. There would be assessments on City owned property from current assessment districts in amount of $9,835 of which � $2,721 would be due in 30 days. These were reimbursable items, but the present available cash funds of the City were not sufficient to underwrite them. If these projects were to be continued on the same basis it was suggested the General Reserve Fund be increased by 25% of the current budget or at least $200,000. Councilman Britschgi thought a larger fund should be provided for the General Reserve and that this should be considered when making up the budget. Councilman Granger moved this be referred to proper authorities, seconded by Councilman Britschgi, and carried. REPORT ON PARKING METER FUNDS. Auditor Brophy submitted this report at the request of the Council as of February 28th, 1950. Collections for the fiscal year totalled $30,951.10 of which $13,688.04 represented cash on hand. The amount to be transferred to Off Street Parking was $15,475.55, 09,800.55 of which had been transferred. At the end of the fiscal year the balance would be transferred. Off Street Parking -`k Fund balance as of February 28th was $26,449.03.. Councilman Granger thought some- thing should be done about off street parking. A major point was at Butcher Field adjacent to the S. P. Depot. He suggested proper authorities have survey made, to decide what amount of property the City would be interested in, hire an appraiser and if necessary proceed with condemnation to secure area for parking. Councilman Morgan, Chairman, GRANKLIN STREET EXTENSION, stated plans had been drawn by the L' Planning Commission, all preliminary work had been outlined but there was no money to go ahead and acquire any property. City Manager Rolison stated, City Engineer Jain, City Attorney Currie had met with Mr.:_Jordan 6f.the'.S. P, Company and four or five others but they refused to negotiate.
