In case of power failure <br />Seco <br />or other mechanical shutdown, there would probably be only 300 gallons per minute avail• <br />XIELLAT <br />able as gravity flow. Councilman <br />Spillers moved that permit be granted as a hardship case. Mayor Britschgi pointed out <br />that it would not be fair to grant this permit when others had. been denied. Application <br />did not come under Council's policy confirmed in minutes of July 17, 1950 that services <br />be restricted to the following: <br />A. To the 16 homes under construction and covered by list in City Manager's offioe' <br />B. To all prior committments of record on Water Superintendent's records. <br />C.
