the ordinance be changed to require only "a partial".. partition! between the dance floor 23 <br />and the bar so that all couId see the dance floor and he moved that City Attorney <br />Currie redraft the ordinance 'with this proposed change, seconded by Councilman Jones <br />and carried. <br />BUS BENCHES. Councilman Granger moved that this be carried on the agenda as enough infor- <br />mation could not be gathered for a report, seconded by Councilman Werder. Mr. H. H. <br />Claus, Peninsula Seat Advertising Company, was present and stated he had carried <br />liability insurance since June 1949 but had not received a franchise which the City <br />Attorney claimed had been sent. Mr. Currie produced a carbon copy of a letter which <br />he had written transmitting contract. Mr. Claus had not been able to secure a bond <br />until after discussion with Councilman Warder who referred him to Geo. F. Boring. <br />Under the circumstances Mr. Currie said Mr. Claus was still eligible to sign the <br />contract and Mr. Granger withdrew his motion with the consent of the second and based <br />the statement of City Attorney Currie moved that this matter be referred to the pro. <br />per execution, seconded by Councilman Werder. Attorney James O'Keefe, Jr. appeared <br />for Mr. Hennessy who was interested in entering into the same contract with the City <br />and he felt because of the lapse of time that Mr. Claus had forfeited his rights and <br />Mr. Hennessy should be allowed to bid. City Attorney Currie stated the City could <br />enter into a contract with Mr. Claus if it wished to do so, that there had been no <br />lapse one way or 'the other, the franchise had been mailed November 2, 1949 to Mr. <br />Claus. Councilman Granger withdrew his second motion with the consent of the second. <br />Councilman Werder moved that the matter be set forth for investigation of proper <br />authorities and report back at the next meeting, seconded by Councilman Granger. <br />PROPOSED LICENSE TRAVELLING BILLBOARDS. Councilman Werder reported that a meeting had been <br />held with City Attorney Currie. No.one was prepared to recommend what the amounts <br />or fees should be but it was suggested that (1) the City Attorney check with the <br />League of California Cities and be prepared to report to the Council at the next meet- <br />ing what other cities were doing in regard to travelling billboards. In regard to <br />the AMUSEMENT MACHINE ORDINANCE it was recommended that (1) the City Attorney prepare <br />an amendment to ordinance to allow a Pro -rated fee on a new machine on a monthly <br />basis (2) and that quarterly payments be permitted rather than annual payments. <br />RESIGNATION COUNCILMAN Wm M. WERDER FROM THE COUNCIL. Councilman Werder had been appointed <br />to the Board of Supervisors and submitted his resignation with regret and wished the <br />greatest success to,.,all, individually and collectively. Councilman Spillers moved <br />that his resignation be accepted, seconded by Councilman Royer. Mayor Britschgi was <br />sorry to see him leave, wished him luck in the new job and thought a new member would <br />have a difficult time filling his shoes. <br />COUNCILMAN WERDER left the meeting at 8:30 P. M. <br />APPOINTMENT OF A NEW MEMBER TO THE COUNCIL. Councilman Granger nominated Mr. Sidney D. <br />Herkner, the present Chairman of the Port Commission, as he had done an outstanding <br />Job on the commission and would be a valuable asset to the City. The nomination was <br />unanimously accepted by the Council. Mayor Britschgi thought a good choice had been <br />made and that the Council was fortunate in having a man of his caliber working with <br />them. <br />THE TRAFFIC FACT FINDIITG COMMITTEE RECOMMENDED A SLOvd CAUTION SIGN ON SPRING STREET where <br />it enters Maple Street and Broadway. Since opening of the new super market, traffic <br />flow and congestion had increased and the committee felt the old stop sign should be <br />
