pE
ble
ery
gh
the
ner,
'ry
ly
ED
an aPPsal should be made for State legislation providing that passage on rates for
245:
.ties supplied to suburban communities be under the jurisdiction of the State Public i
ntil
ties Commission. They asked that Redwood City also direct letters to Assemblyman Util
relative to the same subject. It was thought that one utility would not, be
Dolvig
singled out to come under State jurisdiction, that others would follow. City Manager' I
Rolison
and some of the Councilmen looked with disfavot on this suggestion. Council- ilk lI
man Herkner was of the opinion that the Raker Act prohibited a municipality from
profit on another. Assistant City Attorne °Lebsack stated a;
making a P y .gopy of the act
:'
had been secured from Congressman Jack Anderson. Certain irrigation districts were k {
protected by the Raker Act but there was nothing definite in the Act concerning rates
A• 1' .' 1 , ,
charged to munici alities.Cit Attorney Currie was still working on this. Councilman
sham
Granger moved that this be placed on the agenda for further report from the City
- Attorney, seconded by Councilman Royer and carried.
DISCUSSION REGARDING ADVERTISING ATTACHED TO PARKING METERS. Attorney Millington appeared,
ttorney
representing Wetlands Associates and asked that this be referred to the City Attorney-
for any legal aspects. He submitted brochure 'to the Councilmen showing advertising
for
;.'.
;';?" ,;': It
attached to meter top with an ad on each side. Ads would be spaced, City would re-
ceive 113 of the income, 75v' or 01.00 per meter per month would go to the City. Mr.
Millington also submitted a copy of the proposed contract. Councilman Morgan thought
this should go before the Planning Commission for their recommendation, and moved that
a committee of two from the Council, `and City Manager be appointed by the Mayor, sec -I!
'II
onded by Councilman spillers, and carried. Mayor Britschgi appointed Councilmen '•
I .; ;',i "f
li'
]
Spillers, chairman Councilman Granger,, James iMac Donald of the Planning Commission
p , , g , g '
'''
`ilk
iI it
City Attorney Currie, and City Manager Rolison on the committee.
"„'
;',
„ '
AREQUEST' FOR TEMPORARY SEWER. A letter was read from City Engineer Jain in regards to
•y,.
Mr. Varsits request through Attorney Wayne Millington with recommendation that a
i II.

permit not be granted as lines are laid too shallow and subject to breakage by traffic,
also expensive to maintain by the City. Plans were being prepared for sewers in this`!;
I.'j'
area, which they hope will be constructed this summer. Several other property owners
- who wished to construct private sewers were turned down and the City Engineer felt
- this one should not be granted. Mr. Varsi wished to built an apartment building on
the corner of Manzanita and Stambaugh Streets, apartments to rent for 065.00.
Attorney Millington stated hir. Varsi would install, maintain and remove sewers at his
SIi I;
.,
own expense. A cash bond would be de osited with the City,. held in the Suspense
P P
!
Account to insure maintenance and removal of sewers. He possessed an FHA 14 day permit
dated February 5th and wished to proceed before this expired as a later permit would
f l
I;I
be under the new regulations. Assistant Building Inspector stated the building per-
mit had been held u because of lack of sewers. Councilman Spillers offered resolu-
p
?
j '`;• :
No. 1030
tion/and moved adoption authorizing City Attorney and City Engineer to work out some
II J
4
agreement for sewers includingcash bond with Mr. Varsi similar to the previous one
p
i ,j
on the other buildings, so that he could proceed with his plans. Motion seconded by
I'
i0;,
Councilman Royer and carried on roll call.
