272 <br />AT COIeSMUNITY PARK, COUNCILMAN SPILLERS, 'Chairman of <br />REPORT ON REQUEST FOR I,IIIIATURE TRAIN <br />Recreation Committee. This was placed on the agenda. <br />Resolution 1040 CALLING SPECIAL <br />BOND ELECTION, MAY 8th, was offered and moved for adoption <br />by Councilman Spillers, seconded by ,'Councilman Morgan and carried on roll call. <br />Councilman Spillers moved acceptance of City Clerk's recommendation of $12 for Clerks <br />r'1 for Inspector and whatever number of precints in his opinion that were <br />and Judge, N 3 <br />necessary to be included. n <br />MR. S. P. YOUNGBLUTT, 1062 - 75th --Street, APPEARED IN REGARD 10 [DATER BONDS. At present <br />Friendly Acres was in Class 8 and the City proper in Class 4 and 11r. Youngblutt <br />wished to know if the City build a Fire Station in this district if this would lower <br />their fire "insurance rates. Statement by Fire Chief Lodi was that of an over-all <br />picutre and the whole City was over the line and in Class 5 at this time and would be <br />.until such time as some improvements could be made. Councilman Royer moved that the <br />City I,Ianager check with the Board of Fire Underwriters and bring back a report to the <br />Council, seconded by Councilman Herkner. Mr. Youngblutt, Mr. L. Thompson and 11r. V. <br />Rambo thought Friendly Acres should be part <br />of this coming bond election as they were <br />trying to bring their section up to City Standards with street improvements and they <br />did not have enough water pressure especially in the summer months. Mayor Britschgi <br />had talked with Planning Commissioner MacDonald and the Council is willing to meet with <br />the people in this area at Taft School and help work out their problem, but after con. <br />tact with the Public Utilities Committee it was found that it would take months to <br />work out because of legal entanglements and it was a disappointment that this area <br />i< <br />could not be included in the resolution passed tonight. Motion carried. <br />TRAFFIC CONGESTION BROADWAY & ARGUELLO. Mr. Tom McLain appeared and called attention to <br />the bottle necking of traffic crossing railroad tracts on Broadway travelling east <br />and making left turn onto Arguello Street. He suggested no left turn during business <br />hours. Councilman Spillers moved this be referred to the Traffic Fact Finding Committee, <br />seconded by Councilman Jones with the addition the Traffic Fact 'Finding Committee also <br />study left turning onto Broadway for the depot, which was accepted by Councilman Spillers <br />t1otion carried. <br />BROADWAY -MARSHALL -PUBLIC HEARING. This was a hearing on proposed resolution regarding various <br />changes and modifications on the original proposed assessment of this district. Affidavit <br />of publication was ordered filed by the Mayor. The proposed chanes were made after a <br />series of public and caucus meetings and carrying out most of the desires of the people, <br />stated Attorney Wilson, and proceedings would follo,v on from here. Mr. V1,ilson stated <br />those addressing the Council should not reopen the entire project but restrict their <br />remarks to the charges proposed. <br />WRITTEN PROTESTS: Idrs. Anna C. Ryan protested as owner of the parcel of property designated <br />as Assessment #37 on the Bound that this assessment included a parcel designated as#38) <br />which was not her property. She was charged for 100' and ovrned Bat. City Engineer <br />stated this was subject to correction. <br />ATTORNEY WINSTOII C. BLACK, REPRESENTATIVE FOR NATIONAL MOTOR BEARING CO:, appeared and <br />asked for approximate figures on assessment and incidental costs, and thought <br />the chanes <br />went a long way toward lining themselves up with the Committee's report.
