Granger, Sidney D. Herkner, <br />Albert H. Yorgan,Jr., VIM. H. Royer, Robert V. Spillers, Mayor Carl A.Britschgi and <br />City Clerk R. S. Dodge. Also present were City Manager E. A. Rolison, City Attorney <br />C.B.Currie, Administrative Assistant Richard D. Hiller, City Engineer Glenn Jain, <br />Building Inspector L.M.Duncan, Assistant Building Inspector Stephen Kreiss, Water <br />Superintendent H.L.'ilinter, City Collector P.E.Perrin, Fire Chief J.L. Lodi and Capt. <br />S. Douglass. Councilman Jones noted absent. <br />MAYOR BRITSCHGI ANNOUNCED THE MEETING AS ADJOURNED FROM THE PREVIOUS EVENING TO CONTI10 <br />THE BUSINESS ON HAND. <br />ATTORNEY WOODMAN APPEARED IN THE INTEREST OF PROPOSED BUYER OF LOTS ON TOPAZ STREET. 1,1r. <br />Woodman explained his client owned lots 32 and 34, Block 1, Jefferson Avenue. <br />Additional lots 31 and 33 were owned by the City. The Mulveys desired to purchase <br />the latter two lots to fill out two 501 lots. Real Estate Committee placed a minimum <br />value of $60O.00 on each lot. On motion of Councilman Spillers, by Councilman Morgan, <br />advertising for bids was authorized. Motion carried. <br />PUBLIC HEARING, ANNEXATION LOTS 2 to 7, KENSINGTON SQUARE. Affidavit of publication of <br />resolution No. 1034 ordered filed. MAYOR BRITSCHGI announced the public hearing at <br />which no one appeared.Hearing was ordered closed. Councilman Morgan moved intro- <br />duction of Ordinance, seconded by Councilman Granger, and carried. <br />ABATEMENT BUILDINGS ON BROADWAY. Communication read in which Attorney H.F. Anderson ex- <br />plained the efforts of Mr. A.G.Frank to obtain authorization to build from the <br />National Production Authority. To date this permit has not been granted. Followed <br />considerable discussion as to what action the Council desired to take at this time, <br />Councilman Morgan moved that buildings be posted, seconded by Councilman Granger, <br />Councilman Royer suggested putting off posting until a more satisfactory legal <br />position could be obtained. City Attorney Currie stated he would draft a neer <br />ordinance giving the City better control over future abatements, however, this or- <br />dinance would have no bearing on the present situation. Councilman Herkner offered <br />an amendment to the motion by which the matter would be carried over for 30 days <br />to give the City Attorney time to draft new ordinance or amendment, also to give <br />the officials time to bring in revised report of the condition of the buildings in- <br />volved. On roll call, amendment to original motion failed to carry. Councilman <br />Granger, Morgan and 1187or Britschgi voting No. Councilman Granger, was particularly <br />
