ESTABLISHING LOADING zONES FRONT OF FIRST NATIONAL BANK AND SWIMMING POOL. After <br />discussion Councilman Granger moved that swimming pool zone be referred back to, the, Traffic Fact <br />Finding Committee for further study, seconded by Councilman Morgan and carried. Further discussion <br />on curbing in front of the bank took place. Councilman Jones finally moved that introduction be <br />deferred, seconded by Councilman, Morgan and carried. <br />i <br />CITY.MANAGER REPORT,•STREET LIGHT PETITION BY RESIDENTS ON JOHNSON. Mr: Rolison stated that large exten- <br />sions of lighting system were•nto practical at the present time, due to shortage of wire: However, <br />it <br />this installation would not take more than $35 worth of material. It was therefore his recommen- <br />dation that this installation be authorized. Councilman Morgan moved approval City Manager's recom- <br />mendation, seconded by Councilman Jones and carried. <br />TURFING PROGRAM FOR SCHOOL. City Manager reported that contract had been signed by City and by Schooj. <br />M1 <br />District and the school was now preparing turfing plans for Taf, School. <br />CITY MANAGER LETTER WAS READ IN REGARD TO COURT APPEARANCES FOR POLICE OFFICERS DURING TIME OFF. Attached <br />was letter from Chief Wood transmitting survey of actual appearances for one month as requested by d <br />the Council July 2nd. The findings were summarized as follows showing infrequency of off-duty appear- <br />ances s <br />ppear-ances, original estimate was 'once a week, •actual average was once in 17 days, the average.time per <br />appearance was 38 minutes, the average number of appearances on days off was once in 315 days. These <br />figures were averages. Actually there were some officers who appeared as often :as once every, 6 days <br />on their time off. The frequency of appearances=:could undoubtedly be further reduced, if the coutt <br />officer plan were adopted. (1):The time spent in, court, as, shown by the. survey does not impose undue ! !i <br />hardship of the officers. (2) A complaint that charges a person with a criminal' offense is an affi- <br />davit sworn to under oath and should be filed or sworn to by an officer who knows of his own know- <br />ledge that the facts stated therein are true: (3) When an officer has placed a person in jail he i <br />should realize that this is only the start of a criminal proceeding, and possibly the most important j I� <br />part of his duty is to bring the man before .a judge and file a proper complaint.
