•,7� The Traffic Fact Finding Committee does not feel this could be justified in view of the four way stop at Hudson Street and James Avenue and the fact that Hudson street carries far more traffic than Grand Street. The committee's recommendation was approved on motion of Councilman Spillers, seconded by Councilman Morgan and carried, Councilman Granger voting No for the reason that he favored stop signs on Grand Street feeling that traffic should be stopped in this area due to the dhildren attending the schools nearby. Councilman Granger moved that the matter of two way stop at James Avenue and Grand Street be referred back to the Committee for further study, seconded by Councilman Royer, and carried. JUNIOR CHAMBER OF C%IMERCE'S RECOMIKENDATION OF NO PARKING ON EAST SIDE OF MAIN STREET from E1 Camino Real to Buckeye Street between 6 A.M. and 9 A.M. and NO PARKING between 4 P.M. and 7 P.M. on the West Side. The Committee feels that such zones would be difficult if not impossible to enforce without a tow -away provision. The committee recommends against these zones. On the suggestion for an overpass off Spruce Street at E1 Camino Real connecting with Woodside Road and a full cloverleaf at Spruce Street and Bayshore plus State abandonment, of Main Street to the City, following points are made. (a) July 199 1943 the City Council entered into an agreement with the State Division of Highways for the present contemplated freeway design. It is highly unlikely that this could be changed at the present time. (b) The Engineering Department feels. that the City is extremely fortunate in having the State maintain Main Street and would not want to jeopardize this arrangement. (c) The cost of the suggested proposals would probably be well over $1,000,000. On motion of Councilman Spillers, seconded by Councilman Morgan, the committee report be approved. Motion carried. JUNIOR CHAMBER OF COMMERCE - CERTAIN PROBLEMS ON BAYSHORE HIGHWAY. The Traffic Committee made the following comments: 1. Previously determined Fifth Avenue intersection outside the City's juris- diction and matter of traffic signal there referred to the County for consideration. 2. Concurred that traffic signal should be installed Whipple Avenue and suggests that Council recommend same to the State. 3. With regard to the suggestion that areas be constructed to the east of existing signals to allow motorists to cross the highway with the signal rather than face the hazard of a left turn, the Council's attention is directed to a letter dated October 17, 1951 from the State Highway Division, which is now in the hands of the City Clerk. 4. On the suggestion that all local traffic making left hand turns onto Bayshore and heading north be required to do so at signalized intersections, the committee thinks this might be desirable, but it does not know of any practical method of signing or barricading the varous non -signalized inter- sections to bring it about. 5. The matter of providing a 24 hour traffic squadron and high powered police cars on the Bayshore is considered to be a Council budgetary matter and beyond the scope of the Traffic Committee. Communication ordered filed. Councilman Morgan stated his opinion that the State might install cloverleafs along the Bayshore rather than continue the additions to the Freeway with the idea that this would cost considerably less money and would be the means of saving many lives. Mayor Britschgi stated that at a recent meeting held in the Governor's office, traffic signals, etc., had been discussed and was to be studied further. With reference to the suggested traffic signals at JVhipple Avenue and Bayshore, Councilman Granger suggested waiting for information as to where Gas Tax Monies announced in the papers recently would be expended.
