Practically all necessary construction work is already per- formed by the Pacific Gas & Electric Company and billed to the city on a time and r material (if furnished) basis. 6. If the system were taken over by the Pacific Gas & Electric Company the rates at which the city buys electric power for the street lighting would increase for that portion of the system sold. However, all costs and responsibility of maintaing and Improving the system would then be assumed by the Pacific Gas & Electric Company entirely and the city would be relieved of this expense and responsilility.
