4.40 MINUTES WERE APPROVED AS MAILED REGULAR MEETING JANUARY 7, 1952 on motion of Oouncilman Royer and seconded by Councilman Spillers and carried. PROPOSED SALE OF STREET LIGHTING SYSTEM. Councilman Granger reported Council Street ?•��i.!'"'r+l',(I! Lighting Committee had held several meetings and after careful consideration had re - 11 ceived from the Pacific Gas & Electric Company letter dated, January 21st, in which j:•: .,,{ certain conditions were discussed as to method in which the matter would be determine between the City and the company if and when the PG&E were successful bidders. The PG&E has agreed that they will accept program suggested by the City as to priority of improvements, increase in lighting capacity, etc. Councilman Granger moved, seconded by Councilman Morgan proper authority was authorized to advertise for bids on sale of overhead lighting. Councilman Morgan commented on the proposed sale stating his opin ion that program should result in general improvement in street lighting conditions. Mayor Britschgi appointed the following Committee to work with the PG&E if they are e' y the successful bidders, - Councilman Granger, Chairman, Councilmen Herkner and Jones. REPORT OF COMMITTEE MEETING WITH RECREATION COMMISSION. Councilman Royer stated that he '•I `i, : and Councilman Jones and CouncilmLn Granger had met with the Recreation Commission �i, ,il and studied the Snyder Survey Report. He stated that the Recreation Commission was soon to submit report of their recommendations suggesting among other things, (a) Commission be reduced to seven members consisting of five men and two women (b) that the present Board resign and the new board be reappointed or new board members might be reappointed in order that the two women members might be secured. Council- man Royer suggested that the Committee be given the complete list of all properties owned by the City to be designated as fit for recreation purposes. Councilman Jones suggested that both the Elementary and High School Districts be represented by one member each with the thought that they might act in an advisory capacity without the power to vote except when no quorum was present. COMMITTEE ON PROPOSED CREEK COVERING FRANKLIN STREET AREA. Councilman Hoyer stated the f�. • I;i,,Fl bl Committee had met with three of the property owners involved, some progress had been if rt1 made, discussions resulting in the property ownerst willingness to enter into an µ I' assessment district and possibly make an extra contribution. He sugg^e,sted the entire II Council, City Manager, and City Engineer meet with the property owners to discuss the omatter further. Councilman Jones was of the opinion that this matter was of suffi- q cient importance that a Citizen) s Committee should be appointed to Eo into the whole .' problem of drainage and creek covering. Councilman Granger concurred in this thought, -'r wever, he was of the opinion that the entire program should be considered and that ho , P p g qualified citizens should be selected to serve on this committee, for example - 1 mem- ber qualified to discuss flood controls, one for parking, etc. Mayor Britschgi stated i `III P ri )w'� that Council should meet first and work out a policy, find out where we are going and S44 I. • then appoint a representative committee. In answer to Councilman nerknerls question pp p � regarding the present study of creek covering in the vicinity of Franklin Street in ., order to take advantage of the present contract job in the area, Councilman Royer J s stated this would have to be on a cash basis which would be impossible at this time. ;- as , This matter will be discussed at future study meeting's. REAL ESTATE COMMITTEE REPORT PROPOSED SALE OF LOT 1, BLOCK 1, JEFFERSON AVENUE ADDI TION, � TOPAZ STREET NEAR HARDING. Councilman Herkner advised committee recommendation mini- R mum price of x;200 be placed on this lot and so moved, seconded by Councilman Royer.
