Councilman Spillers moved approval of these recommendations, seconded by Councilman gorgan• Under the discussion Councilman Royer stated his opinion that this matter whoald be referred to the Council Recreation Committee (Councilmen Jones, Granger and Royer) for further study. Vim. Hanley, Chairman of the Park and Recret•ation Commission Addressed the Council and commented on the fact that they had been having considerable difficulty getting attendance to their meetings sufficient to make up a quorum, due to the recent resignation of three of their members. Councilman Granger suggested this be placed on the agenda for March 3rd and an attempt be made to fill vacancies to assist in this matter. The original motion was withdrawn with the con- sent of the second. Councilman Granger moved that the Commission's recommendation be referred to the Council Committee for report at the March 3rd meeting, seconded by Councilman Morgran, and carried. !OTION CoyMISSION' S LETTER REQUESTING THE USE OF THE RECREATION BUILDING for the women's Club to hold a flower show to which admission charge of $1.00 would be in effect. The Commission stated they would be happy to cooperate providing there would t, be no admission charge. Councilman Spillers moved approval of the Commission's recommendation, seconded by Councilman Royer, and carried. 'lilin STUDY MEETING. Mayor Britschgi stated that at the Charter Amendment Study meeting they had decided to withhold proposed amendments from the April Ballot inasmuch as the time was too short to affect the necessary study and proper consideration of the issues involved. It was also stated that the matters should be presented to the public for their consideration and the present Council hesitated to take any steps which might be binding on a future Council. Councilman Morgan stated his opinion that the Council was doing the right thing by holding this matter up as the proposed amendment required lots of time and study. 3ICAU RED CROSS. A letter was read from Richard J. Elkus, chairman of the Sequoia Chapter, requesting permission to display Red Cross Flags on Broadway and El Camino Heal the week of February 25th to remain at least ten days. On motion of Councilman 6lorgan, seconded by Councilman Spillers, permission was granted subject to necessary insurance. Brignetti, beer and gine, were inspected by the four departments and approved by them.
