<br />The Minutes of the regular meeting of August 1 and Adjourned Meeting of August 8 were
<br />approved as mailed on motion by Councilman Spillers and seconded by Councilman Jones.
<br />Service pins were awarded to Councilman Granger with fifteen years of service and Councilman
<br />Britschgi with thirteen years of service in a surprise ceremoney. Mayor Herkner$ after
<br />explaining the purpose of the pins to the audience congratulated these gentlemen for
<br />their long and faithful service to the City.
<br />PUBLIC HEARING, PROPOSED PARKING LOT, CORNER JAMES AND IRIS. FIRST BAPTIST CHURCH. Communica-
<br />tion from Mr. N. F. Nelson, protesting the permit to allow parking lot was read as was
<br />a petition containing 35 names of property owners in the neighborhood. Mrs. Chester Arm-
<br />strong of 358 Iris Street appeared in person as a protest. Mr. Otto Tallent, Chairman
<br />of the Church Building Committee, addressed the Council stating that their only purpose
<br />in requesting the use permit was to take some of the cars off the street and to cooperate
<br />with the City Council in supplying off-street parking for public buildings. Reverand
<br />R. T. Edgeworth, Pastor of the First Baptist Church also spoke stressing the point that
<br />they had no desire to antagonize the people in the neighborhood but the thought behind
<br />their request was planning for the future and an attempt to improve parking conditions
<br />in the neighborhood.
<br />After a full discussion, Councilman Spillers moved close of public hearing, seconded by
<br />Councilman Britschgi and carried. Councilman Spillers then moved denial of permit,
<br />seconded by Councilman Britschgi and carried on roll call. The Rev. Edgeworth, in few
<br />remarks, stated that they were prepared to abide by the ruling of the Council and Mayor
<br />Herkner expressed his appreciation for the courteous handling of the problem by both
<br />sides of the question.
<br />AWARD OF BID, WAR MEMORIAL BUILDING. The following bids were received and opened on Thursday,
<br />August 11, 1955 at 8;00 p.m.;

<br />Mr. Birge Clark, Architect, recommended the acceptance of the low bid of James A. Hutzler
<br />Co., Oakland, at $210,485.00. In answer to the question as to whether or not this was a
<br />responsible bidder, Mr. Clark replied that he was investigating and if the bidder was able
<br />to receive a performance and material bond, he felt that the,man would be able to handle
<br />the job. Councilman Spillers moved acceptance of the low bid of Hutzler Co., seconded
<br />by Councilman Stout and carried. Councilman Britschgi moved that all other bids be rejecte
<br />and any cash deposits returned, seconded by Councilman Jones and carried. Councilman
<br />Granger requested that the Minutes indicate that Mr. Birge Clark would be the sole rep-
<br />resentative of the City in carrying out the job to completion. Mr. Clark advised that
<br />his inspector would be appointed by the City who would look out for the Cityls interest,
<br />however, he, Mr. Clark; would be supervising the work throughout. Mr. Clark, in turn, will
<br />contact the City Engineer in any matters requiring their attention. City Attorney advised
<br />that the City has a contract with Mr. Clark who would have complete control over the
