Mr. Webber was present and proceeded to <br />take oath of office after which he was complimented for his willingness to assume this <br />important position. <br />CITY MANAGER REPORT ON RESERVOIR SITES. Mr. Rolison covered the situation from its incep- <br />tion bringing the subject up to date and concluding his report concurring in the commit- <br />tee's recommendation to immediately acquiring the eight million gallon reservoir site <br />near Sequoia Hospital. <br />"Long before the annexation and subdivision of the Farm Hills area was contemplated, <br />a potential reservoir site was tentatively located by general observation immediately <br />adjacent to the Farm Hills boulevard now under construction. Later, the desirability <br />of this location was confirmed by Mr. Paul Adamson in his report which was presented <br />to the City Council in November 1953 which was 'some eighteen months prior to the annexa- <br />tion of this area on May 23, 1955• (See City Manager's Newsletter of March 1955) <br />following the purchase of this area by the subdivider, and the filing of a preliminary <br />map for subdivision purposes, a conference was held in the City Engineer's office on <br />November 29, 1954, at which the City Engineer, Mr. Larry Wise, Mr. Ed Smith (the engin- <br />eer then representing the subdivider) and myself, were present. At this time it was <br />agreed that the streets and lots would be so arranged as to permit the construction of <br />a reservoir on site No. 1 of the above tract. With this and other revisions in mind, <br />the Planning Commission on February 23, 1955, returned the preliminary map for 'reworking.' <br />Unfortunately, however, this revision apparently was' not made, with the result that recent <br />extensive grading operations have gone ahead according to the preliminary plan, which <br />has developed to a point whereby the location of a reservoir on the original site, at <br />this time, would disrupt thepresent street and lot layout. Furthermore, according to <br />the subdividers quotation of MOO per lot, the total cost to the City NOW, would be <br />approximately x@','100,0001 or about 025,000 per acre for a reservoir site of approximately <br />four acres. <br />THE CANYON SITE NEAR JEFFERSON AVENUE - As a compromise, the subdivider has offered the <br />so-called 'canyon site' at no cost to the City, which, due to topographic conditions <br />and the possibility of underground and up -stream pollution, would make the construction <br />of a conventional concrete reservoir at this location admittedly difficult from a safety <br />viewpoint. <br />COMPARISON OF SITES - In my opinion the choice of future reservoir sites is best ex- <br />pressed in Mr. Adamson's letter of August 3, 1955, addressed to the {City Engineer, as <br />follows: (See reprint of map attached) <br />11. If the Canyon site near Jefferson Avenue is chosen for water storage, steel tanks <br />should be constructed in lieu of a concrete lined earth reservoir. <br />2. If a suitable site near Farm Hill Road is chosen for water storage, a concrete - <br />lined earth reservoir should be constructed. <br />3. The cost of construction of steel tank storage at the Jefferson Avenue Canyon site <br />will be at least $6o,000 and probably nearer 100,000 MORE than the cost of a con- <br />crete -lined earth reservoir at a suitable site near Farm Hill Road. Maintenance <br />costs of the steel tanks will be somewhat higher. <br />4. The difficulty and cost of site acquisition appears to be the determining factor <br />for consideration in choice of the sites. <br />5. It is suggested that, due to the difficulties of site acquisition and the attendant <br />increase in costs for the proposed reservoir No. 1, consideration should be given <br />to constructing the first storage unit at proposed reservoir site No. 2, westerly <br />of the Sequoia Hospital. If this site No. 2 can be obtained at a reasonable price, <br />reservoir costs per million gallon of capacity there could be appreciably less than <br />at the Jefferson site, particularly if some arrangement can be made for the use <br />or sale of the material that must be excavated.' <br />Due to the above facts as stated by Mr. Adamson, I would not recommend the purchase <br />of the original site at the price quoted by the subdivider. Under the circumstances, <br />it would seem that there is no choice other than to accept the Canyon site as recom- <br />mended by the City Council committee. I heartily concur in the Committee's recommen- <br />dation to immediately acquire the site for an eight million gallon reservoir near the <br />Sequoia Hospital, to be constructed at the earliest date possible.'i <br />Councilman Spillers moved acceptance of the City Manager's recommendation, seconded <br />by Councilman Jones and carried. Councilman Royer then moved that the City Attorney <br />take the steps necessary to acquire the site near the Hospital, seconded by Councilman <br />Spillers and carried. Councilman Royer then moved that the City Engineer secure descrip- <br />tion of the proposed Canyon site so that City may get possession of the necessary prop- <br />erty. Motion seconded by Councilman Granger. City Engineer Jain stated that there <br />would be considerable field work required at some expense to ascertain the location and <br />the amount of property necessary for this proposed reservoir. Councilman Britschgi then <br />offered an amendment to the effect that the Committee meet with Mr. Oddstad and discuss <br />the matter and possibly obtain deed for sufficient property, motion seconded by Council- <br />
