415
STORM DRAINAGE AND TIDE GATE STRUCTURE. City Engineer Jain gave a report to the Council
covering the entire program which has been under consideration for the past several
years. Mr. Paul Adamson had been engaged to complete drainage studies including tide
gate structure, tide gate should be designed by a licenses engineer and built by a
licensed, bonded contractor. The City Engineer called attention to the fact that tide
gate structure should be eventually installed to protect the part of the creek which
has been covered to keep tide water out. He called attention to the fact that such a
tide gate would increase flood hazard by raising the head of the flood and was desir-
able only as a method of keeping the creek clean. He also commented on Mr. Sproul's
I
offer to save the City $40.,000 whereas the estimate to drain the tidegate structure
was only 45,000.
Mayor Herkner discussed the proposed parking lot #3 as well as #2 calling attention to
the fact that it was the desire of the Council to go ahead with the complete program
j within the coming year, it being the intention to straighten creek and cover to Bradford
Street bridge. It was suggested that this matter be turned over to the Parking District
Committee consisting of Councilmen Jones, Britschgi and Stout who will study the matter
and report their findings and recommendations. Councilman Royer moved that the parking
lot committee commence working on proposed parking lot #3 as well as #2, seconded by
Councilman Jones and carried. Councilman Royer moved that a letter be addressed to
Mr. Sproul explaining that his proposition does not conform to the City's policy and
the terms of the City's Charter, also to thank Mr. Sproul for his interest in the matter.
Motion seconded by Councilman Britschgi and carried. Mr. Sproul's communication was
ordered filed.
RECOMMENDATIONS AND SUGGESTIONS, COUNCIL AND DEPARTMENT HEADS
Councilman Stout called attention to the lots near the corner of James and Iris Streets
on which unsightly weeds were growing. Matter was referred to the City Manager,
Councilman Stout also called attention to the lot to be used as a parking lot recently
granted to the Redeemer Lutheran Church. The Councilman thought the lot could be made
to look more presentable and the City Manager was requested to check into this matter
also.
Councilman Stout suggested the possibility of a Council Committee to work out a program of
visitation to new industries and business in the interest of public relations. In his
opinion, this Committee would prove valuable to work in conformance with the Chamber of
Commerce in their efforts to bring new business into the City. Councilman Stout then
!I moved that the matter be turned over to the Chamber of Commerce Committee to consult
awith that organization and bring back a report in two or three weeks, seconded by
Councilman Britschgi and carried.,
Councilman Granger requested information as to the present status of the Southern Pacific
property suggesting that they be notified finally as to deadline, failure to hear from
them to result in original intention of rezoning the property. City Attorney will
check into this matter.
Councilman Granger commented on the fact that the Planning Commission recommendations did not
I
d contain sufficient information nor were there sufficient maps provided for the Council's
edification. Mayor Herkner stated that hereafter, the matters would not be placed on
the Council Agenda unlesssketches were provided. Councilman Stout then moved that the
