Motion carried. ' <br />Councilman Stout offered ORDINANCE NO. 600.60 AMENDING SECTION 23.2 OF ORDINANCE NO. <br />Ebb RELATING TO HEARINGS ON AMENDMENTS and moved its adoption, seconded by Councilman <br />Britschgi and carried on roll call, Councilman Spillers noted absent. <br />ADOPTION OF ORDINANCE REZONE PORTION WELLESLEY PARK TO B-2 AND B-3. Affidavit of publication <br />ordered filed. Mayor Herkner announced opening of public hearing. 'The Clerk read <br />the letter from the Planning Commission dated July 12th. There being no protests, <br />written or oral, Councilman Royer moved that the public hearing be closed, seconded <br />by Councilman Jones and carried. Councilman Granger offered ORDINANCE 600.61 REZONING <br />PORTIONS OF WELLESLEY PARK FROM R-1 TO R -1-B-2 and R -1-B-3, and moved its adoption, <br />seconded by Councilman Jones and carried.on roll.call, Councilman Spillers noted absent. <br />PUBLIC HEARING, HIGHLANDS TERRITORY NO. 22 SEWER AND WATER ASSESSMENT DISTRICT. (Canyon <br />Road and Oak Knoll Drive.) Affidavit of publication was ordered filed. Mayor Herkner <br />announced opening of public hearing. There were no written protests. In answer to a <br />question from the audience., Councilman Royer stated that the work would begin in <br />approximately 25 days, and then the work should'be finished in 60 days. Councilman <br />Britschgi was of the opinion that a starting date should be made a part of all contracts. <br />Councilman Royer stated that it didn't make any difference when they started as long <br />as it was finished in time. <br />Mr. H. M. McQuilkin, 730 Conyon Road, asked about the easement and wanted to know if <br />the utilities companies would be prohibited from using this easement. City Attorney <br />Currie replied that the City could not transfer this easement right to the PG&E or the <br />Telephone Company. These two companies, if they wanted easement rights, would have to <br />make their own condemnations uits and it would very probably`be on the same property <br />that the City would use for water and sewer lines. After further discussion, Councilman <br />Royer moved that the public hearing be closed, seconded by Councilman Jones and carried. <br />Councilman Stout offered RESOLUTION NO. 19200 BEING RESOLUTION OF PUBLIC CONVENIENCE <br />AND NECESSITY, HIGHLANDS TERRITORY NO. 2, and moved its adoption, seconded by Council- <br />man Royer and carried on roll call, Councilman Spillers noted absent. <br />Councilman Stout offered RESOLUTION NO. 1921 APPROVING PLANS, PROFILES, DETAILED <br />DRAWINGS AND SPECIFICATIONS, HIGHLANDS TERRITORY NO. 2, and moved its adoption, seconded <br />by Councilman Granger and carried on roll call, Councilman Spillers noted absent. <br />Councilman Granger offered RESOLUTION NO. 1922 BEING RESOLUTION OF INTENTION TO CONSTRUCT <br />CERTAIN PUBLIC IMPROVEMENTS, HIGHLANDS TERRITORY NO. 2, and moved its adoption, seconded <br />by Councilman Britschgi and carried on roll call, Councilman Spillers noted absent. <br />-Councilman Britschgi offered RESOLUTION N0, 1923 FIXING MINIMUM WAGE SCALE, HIGHIA NDS <br />I' <br />m, <br />TERRITORY N0. 2, and moved its adoption, seconed by Councilman Jones and carried on <br />roll call, Councilman Spillers noted absent.
