t4G <br />d l� <br />0 <br />7 <br />445 <br />Before authorizing the preparation of plans and specifications for this job, this matter <br />should be discussed by the City Council as to the amount of work to be included and <br />whether the petitions should be returned for signatures to cover the additional work. <br />City Engineer Jain explained that when the original petition for sewers was made up, <br />someone in his department worded the petition for sewers and forgot about the water main, <br />which should have been included along with the sewer line. :After discussion, it was <br />decided that the City Attorney should draw up an ordinance or find some method whereby <br />the City could put in the water line from !Cordilleras Road to the proposed assessment <br />disctrict and then charge any and all new owners their share of the water assessment as <br />they hook into our water system. City Engineer asked that the sewer petition be held up <br />until such time as the City Attorney,can report on his.findings. He stated thattwo weeks <br />delay would not hold up this assessment district too much, and that.the longer water <br />line would benefit this area and give them better water service. <br />CITY MANAGER RECOMMENDATION PREPARE PLANS FOR PARKING LOTS 4 AND 6. The City Manager recommen- <br />ded that the City Engineer be authorized to employ an engineer to prepare plans and <br />specifications for parking lots 4 and 6, payment to be made from Parking District Bond <br />Funds. It is understood that in the event any protion of creek covering is extended <br />beyond the parking lot area, the cost of engineering services will be paid from City <br />funds. <br />Councilman Jones moved approval of recommendation, seconded by Councilman Britschgi. <br />Mayor Herkner stated that .the City would pay their share of the parking lot only and the <br />other property owners would pay their part. He also wanted to recommend to the Council <br />t#at consideration be given to covering the creek from the eastern limits of the parking <br />lot to Main Street if it can be financed. Councilman Jones asked how they would get <br />the money from outside the parking district. City Attorney replied that it would be <br />necessary to form a separate district and separate set of plans would have to be drawn up <br />for each district. <br />Councilman Britschgi stated that the motion should be changed to cover Lots 4 and 6, <br />the other matter to be turned over for a study meeting with the Committee. This was <br />followed by discussion in regard to hiring outside engineering firms to do :the work. <br />Councilman Jones then amended his motion and authorized the City Manager to employ out- <br />side help for the plans of the two parking lots,.with preference going to local engin- <br />eers,.if possible, seconded by Councilman Britschgi. This was again followed by a dis- <br />cussion and City Engineer Jain asked if he might bring the problems that were involved <br />before the Council at a study meeting. Councilman Jones then withdrew his motion, and <br />the matter was placed on the agenda for the October 3rd Council Meeting. <br />PROGRESS PAYMENT NO. 3, JOHN THROCKMORTON, WEED SPRAYING, $1,640.67. This is the final <br />payment except for the 10% retention. Councilman Britschgi moved that this be paid, <br />seconded by Councilman Jones and carried. <br />RECOMMENDATIONS AND SUGGESTIONS, COUNCIL AND DEPARTMENT HEADS: <br />Councilman Britschgi reported on the Yacht Harbor situation and stated that the Engineering <br />Department promised that their part of the report would be completed this week and would <br />be referred to the Port Manager and the Port Commission for their next report. He <br />stated that there was still a lot of work to be done before the report would be completed. <br />Councilman Britschgi asked the City Engineer if there was any further information- <br />
