459 <br />amount of money -involved.. taking out the elm trees,thether- or not the -State could spend <br />gas tax money on this project, and should the merchants or the City pay for the trees and <br />the removal of the old trees. City Manager advised cost to removed the Chinese Elms <br />would be approximately pp y X600.00. City Engineer Jain stated that the State could not <br />spend gas tax money on this project. The motion carried. It was understood that the <br />program, being part of the Beautification Program, the City should stand the expense <br />with an effort being made -to secure part of the cost from the State Highway .Commission. <br />Councilman Royer moved that the proper authorities be authorized to writs to the State <br />7 <br />regarding the removal of the trees and to ask if ther was any way in which the State <br />could finance the cost of taking out the trees, the City to plant and maintain same, <br />I <br />I� <br />seconded by Councilman Britschgi and carried. <br />Ij PARK AND RECREATION COMMISSION RECOMMENDED THAT PARTICULAR ATTENTION BE GIVEN T HE•MATTER OF <br />i• <br />DRAINAGE FROM FAP14 HILLS AREA THROUGH STULSAFT PARK, BEFORE FARM HILLS SUBDIVISION MAP <br />IS GIVEN FINAL APPROVAL. The Commission feels that any serious consideration for a <br />master plan for the development of Stulsaft Park would be useless in the light of the <br />i <br />j drainage situation. Councilman Britschgi stated that he had this matter called to the <br />i. <br />j� attention of the Park and Recreation Commission.after he had seen the conditions when <br />j he was checking with the Lions- Club representatives in Stulsaft Park regarding the area <br />for the.proposed Fairyland. He stated that at that time he noted that Farm Hills is <br />draining almost everything into Stulsaft Creek and that was why he asked the Commissio8 <br />s <br />to look into the problem, This was followed by discussion regarding how the area should <br />be drained. Councilman Britschgi moved that the City Engineer be instructed to take this <br />I3, matter up with Oddstad Homes and bring back a report, seconded by Councilman Stout and <br />carried. <br />I� <br />PARK AND RECREATION C014MISSION REQUESTED THAT FUNDS BE.ALLOCATED FOR THE DEVELOPMENT OF A <br />MASTER PLAN FOR STULSAFT PARK, PLANS WHICH WOULD INCORPORATE THE PROPOSED FAIRYLAND. <br />Councilman,Granger moved that the City Manager be authorized to investigate to see how <br />much money is required, seconded by Councilman Royer. Councilman Spillers asked that <br />the. City Manager consider the cost of straightening, bridging and fencing of the creek. <br />�R Motion carried. <br />Mr. Harold Shaw, 1339 Recreation Way, appeared and asked the Council to please notify <br />the Highlands Community Club of any action being taken in regard to Stulsaft Park. His <br />property is adjoining Stulsaft Park and he is very interested in the activities which are <br />a� <br />taking place. Mr. Irving Gold, Park and Recreation Commissioner, stated that these <br />(P <br />people were welcome to attend any of theCommission's meetings. <br />I, SUGGESTIONS AND RECOMMENDATIONS, CITY COUNCIL AND DEPART14ENT HEADS. <br />Councilman Stout spoke regarding the left hand turns on Bayshore Highway to the trailer courts. <br />+�1 He is of the opinion that a study should be made in regard to possible service road <br />from Harbor Blvd. Councilman Stout moved that the City Manager be authorized to <br />investigate the matter of an access road. Councilman Britschgi stated that Leslie Salt <br />If <br />might object to this. This was followed by general discussion in regard to the State, <br />a County and City being involved and who should be contacted. After the discussion, <br />Councilman Spillers seconded the motion which carried. City 1'lanager to report in two <br />weeks. <br />Councilman Royer reported that the Real Estate Committee had met and it was their recommends- <br />tion <br />that <br />ecommends-tionthat the Bourquin property be purchased for the sum of 060,000.
