CITY MANAGER REPORT REGARDING APPROPRIATIONFROM UNBUDGETED RESERVE TO UNBUDGETED CAPITAL EXPENDITURES (TRANS. <br />FERRED TO PAY CITY ASSESSMENTS ,-POPLAR-HESS-EBENER). The City Manager asked that reconsideration be given <br />to the appropriation of $9,800 from the administrative Unbudgeted Reserve, at the last Council meetings for <br />uribudgeted Capital Expenditures, which contributes directly to our rapidly diminishing cash reserves. He <br />called attention to the fact that, if this is not corrected, the cash on hand at the end of the fiscal year <br />will necessaryily be reduced by a similar sum, which will automatically require an addition of approximately <br />one cent to the -1956-57 tax rate, over and above the tax rate that would otherwise be sufficient for <br />administrative purposes. Mr. Robson recommended that the Council change the above transfer from the <br />Unbudgeted Reserve account to the Unallocated Capital Fund. This was followed by discussion regarding the :. <br />legality of transferring money from the Capital Improvement Find when the Unbudgeted Reserve is low. <br />Councilman Granger moved to carry this on the agenda for one week in an effort to check further into the <br />matter of finding additional funds, seconded by Councilman Jones. Councilman Royer asked to have included <br />in the motion to have the City Auditor bring in a report at the next meeting. This was included in the motion <br />and the motion carried. <br />Councilman Jones moved to REAPPOINT JAMES MAC DONALD TO THE PLANNING COMMISSION, HIS TERM TO EXPIRE JUNE 30, <br />1958s seconded by Councilman Royer and carried. <br />CITY MANAGER REPORT REGARDING YACHT HARBOR. DREDGEING. The City Manager stated that at a regular meeting of the <br />Council he had been instructed to expedite the completion of the west levee adjacent to the Leslie Salt <br />Company, and to advertise for bids for the dredging of the Yacht Harbbr. The City Engineer has secured <br />estimates for doing the work which is summarized as follows: <br />1. Completion of west levee $11,000 <br />2. Dredging of Yacht Harbor 53,000 <br />j <br />$64,000 <br />j <br />Mr. Rolison further stated in his report, that the City Auditor had informed him that a balance of $6,252.20 <br />remains in the 1944 Bond Fund for Yacht Harbor improvements.. When this is exhausted, it is understood <br />that the balance of approximately $58,000 will be paid from the Unallocated Capital Project Fund. <br />Mr. Rolison stated that the west levee will run about $11,000 and he was of the opinion that this will have <br />to be let out for bid. This will be a very difficult job to draw plans and specsion beoause of the unknown <br />events which might take place in the cutting of the core. Mr. Jain stated thaf.if the test holes indicate <br />that the core must be excavated to a greater depth than originally estimated, and to meet the requirement <br />of the Leslie Salt Company, the $11,000 figure will have to be revised upward, as the Leslie Salt Company <br />required that the core be constructed to a depth which will reach blue bay mud. This was followed by <br />considerable discussion regarding doing the work in sections, removing the old levee, cost of the core <br />being the most expensive portion of the work and also the best method in which to proceed. Councilman <br />Royer moved to have the City Attorney and the Department Heads effected in this matter to investigate and <br />i� <br />report back next week with their recommendations, seconded by Councilman Jones and carried. <br />Mayor Herkaer asked the City Engineer if a test hole could be made in an effort to determine what the depth <br />of the blue clay. This was followed by discussion. Councilman Britschgi wondered if the Leslie Salt <br />Company could do the work and the City would reimburse them. <br />RESOLUTION OF INTENTION TO ANNEX SCHOOL PROPERTY OLD COUNTY ROAD AND ESTABLISH ANNEXATION CHARGE. The Clerk read <br />a letter of the Assistant City Attorney in regard to annexation of School District property from City of <br />�J <br />San Carlos to the City of Redwood City. Consent to the detachment of the Old County Road School site from <br />the City of San Carlos and a petition for annexation from the Redwood City Elementary School District <br />requesting this annexation are on file in the office of the City clerk. It is now in order for the Council <br />to direct the City Attorney whether or not to proceed with the annexation and if an amount should be <br />charged to the School District f or annexation costs. Annexation c osts to the City of territories like <br />this is in the neighborhood of $300.00. Councilman Britschgi raised the question in regard to the creek* <br />r <br />r <br />
