100 <br />City Attorney Currie stated that the creek is still private property. Councilman Britschgi moved to <br />charge the School District $300.00 for the cost of annexation, seconded by Councilman Spillers and carried. <br />Councilman Jones offered RESOLUTION 2006 GIVING NOTICE OF PROPOSED ANNEXATION TO THE CITY OF REDWOOD <br />It <br />CITY OF THE OLD COUNTY ROAD SCHOOL SITE AND SETTING APRIL 23rd AS THE DATE FOR THE PUBLIC HEARING and <br />moved its adoption, seconded by Councilman Britschgi and carried on roll call, Councilman Stout being <br />noted absent. <br />CITY ENGINEER RECOMMENDED GRANTING 15 DAY EXTENSION ON THE CANYON ROAD SEVER AND WATER JOB. The Oakland <br />Sewer Construction Company, contractor on the Highlands Terriotry No. 2 Sewer and Water project, re- <br />quested an extension of time due to delays caused by weather conditions and difficulty in handling <br />traffic in this area during construction. The City Engineer recommended granting an extension of <br />fifteen working days at this time, and he further stated that it might be necessary to grant additional <br />time beyond this requested extensions as ground conditions at present are not satisfactory for final <br />trench compaction and resurfacing. <br />Councilman Spillers moved approval of the recommendation, seconded by Councilman Granger and carried. <br />PETITION FOR IMPROVEMENTS 600 BLOCK PINE STREET. The Clerk read the following letter: <br />Gentlemen: <br />Re: Item 1Js City Council Agenda for 3/12/56 <br />Petition for Improvements <br />600 Block Pine Street <br />Plans and specifications are being completed for the improvement of portions of <br />Manzanita, Laurel and Hilton Streets. <br />You now have before you an informal petition from property owners, representing <br />about 50% of the assessable frontage on the one block of Pine Street east of Stambaugh <br />Street, suggesting that this improvement be included in the Manzanita-Laurel-Hilton <br />project if savings could be effected by such combination of districts. The owners <br />further suggest that a complete drainage assessment district be formulated for the <br />entire area between Chestnut Street and Charter Street, extending westerly to the <br />Southern Pacific railroad, in order to reduce the individual assessments for storm `t <br />drainage on the one block of Pine Street. <br />We have no objection to incorporating the Pine Street improvement with the <br />Manzanita-Laurel-Hilton project providing it does not increase the amount of the <br />,individual assessments on the latter project. We are of the opinion that assess- <br />ments can not be .reduced on the Pine Street project by any method except charging <br />a portion of the drainage assesment for' the storm drain between Pine Street and <br />Buckeye Street to the owners of property on the west side of Buckeye Street to the <br />owners who.mightibenefit.-.from this storm drain. However, no petition has been <br />received from property owners on Buckeye Street, so we are reluctant to include <br />these properties in the assessment 'district unless the City Council so directs. <br />If the Pine Street improvement were combined with the Manzanita-Laurel-Hilton <br />project, and the bids were not considerably less than the engineer+s estimate, protests <br />from the Pine Street area might delay the entire project by requiring that the entire <br />proceedings be terminated and new proceedings started for the Manzanita-Laurel- <br />Hilton improvemtnd only. (Plans completed last year for Pine Street were informally <br />protested by owners duo to excessive assessments.) <br />Very truly yours, <br />Glenn M. Jain <br />City Engineer <br />ICouncilman Britschgi stated that he agreed with Mr. Jain, however, he wondered if Mr. Adamson took into <br />consideration of the forming of a larger flood district. This was followed by a•lengthy discussion as tp <br />how large a flood district could be formed, the boundaries, how Pine Street would be effected, how the <br />assessments could be charged and why Mr. Adamson did not consider this in his report. Councilman Royer <br />moved that an informal meeting be held with the people from Buckeye and Pine Streets in an attempt to I <br />form a flood control district, seconded by Councilman Britschgi who asked that the City Engineer arrange <br />for the meeting. The motion carried. <br />CLAIM FOR DAMAGES 2b AUTO FROM PAINT SPRAY, George L. Sheets, 1147 Clinton Street. The Clerk read the letter <br />from the California State Automobile Association in regard to the above claim for damages. Councilman <br />Britschgi moved to deny the claim and refer, it to the insurance carrier, seconded by Councilman Royer. <br />City Engineer Jain stated that the equipment was 1001 away from the car.
