Attorney Currie stated that there was a problem here, the street assessment was paid by the City. This was followed by discussion after which the motion carried. - CITY ENGINEER REPORT REGARDING OPENING OF STREET ON PIEDMONT WAY. City Engineer Jain reported that they had spent considerable time in the field and in the office. They had to establish grades on the street and the street is very steep and will be hard to develop. He recommended that the City not comm%t,•themselves to the ' street until such time as the sewer and water mains are completed. The City could cut the bank down so the people could get to their property, but the people would have to understand that they would have to maintain the road and not the City. Councilman Britschgi moved to accept the City Engineer's report and recommendation, seconded by Councilman Royer and carried. One of the propert owners on Piedmont Way.turned in the names of three property owners on this street who wish to sign a petition for street improvements. This was turned over to the City Engineer. WILLIAM BYRD, PERSONAL APPEARANCE, REGARDING WATER SERVICE TO GUEST COTTAGE. Mr. Byrd explained the situation to the Council. There is a large home on three acres of ground, however, the house only has one bedroom. The property owners want to build a guest house and rune the water line from the house to the guest house. The County will grant the building permit but they want the property subdivided. This was followed by discussionafter which City Attorney stated•that he thought that some kind of agreement should be made where- in the present property owners would disconnect the water to the guest house in the event the property was , sold. Councilman Royer moved that the connection be granted and that an agreement be signed by the owner that the property will not be rented and that if the property is sold that the,water would. -be disconnected, seconded by Councilman Britschgi and carried. PERSONAL APPEARANCE OF REPRESENTATIVES OF CLINTON'STREET PROPERTY OffNERS REGARDING BRIDGE BEVMN ROOSEVELT AND M I OAK AVENUES. There was.considerable discussion by Mr. MacDonald in regard to how much money the property owners would be willing to spend on this bridge and also wby the money allowed for bridge repair in the 1944 Bond Fund was not being used. Mr. MacDonald did not think the people involed would be willing to pay more than $50.00. There was a comparison made with the conditions that prevail here with the Fay Street Bridge which was completed a couple of years ago. City Engineer Jain reported that there were nine other bridges which were in need of immediate repair.9 and there are 20 bridges which need repair and reconstruction work in the City at the present -time. This was followed by discussion on the merits of corrigated bridges versus concrete structures. Councilman Royer moved that the City Engineer, the City'Manager and a couple of member of the Council meet with the people in question w ithin two weeks, seconded by Councilman Britschgi. Councilman Granger stated that he had asked Mr. Jain for an estimate on fixing this bridge and had been told it would be approximately $185.00 per 501 lot. This was followed by discussion in regard to how high the people would go. Councilman Royer asked that Councilman -Granger be appointed to meet with the people. Motion carried. Mayor Herkner appointed Councilmen Granger and Royer to act on the Committee. TRAFFIC COMMITTEE REPORT REGARDING BODE REQUEST FOR DRIVEWAY ENTRANCE ON FRANKLIN STREET NEAR WILSON STREET. Captain Moudakas reported that the Committee had looked into the•matter and they could not recommend approval of the driveway in this location, stating that it was against the building code. Building Inspector Kreiss reported that this was located in the No. 1 Fire Zone and wooden frame garage or car port buildings would not be'permitted. This was followed by discussion on fire hazards and how much property was available for the driveway. Councilman Granger moved that a sketch be drawn and presented to the Council$ seconded by Councilman Stout who asked that it be referred back to the Traffic Committee for further consideration.
