I <br />149 <br />subdivision fees. The Council must take into account property which has been in Redwood City for many, <br />years. He suggested taking property as far back as 1950 which is still vacant and when the owner applies <br />for a building permit, he should be charged, the subdivision fee. The present population in Redwood City is <br />making it necessary to do something about the Sewage Disposal Plant and extensions must be done this year. ' <br />A bond issue might be needed to reconvert and add to the Sewage Plant. The probkbly can meet the expansion'° <br />jj on this plant by raising the fee for use of the sewers. The present rate .is 609. If a bond issue is applied <br />it might raise the tax rate as much as 5¢. If consideration is not given now, tax rate will necessarily <br />have to be increased. By applying the annexation and subdivision fee much of the cost to the present tax <br />payers would be eliminated. He was of the opinion that consideration should be given to annexation and <br />subdivision fees retroactive to 1950- Mayor Royer announced that this would be taken up at a study meeting. <br />COUNCILMAN'i1EISS REPORT REGARDING POLICY CONCERNING AGENDAS, INTRODUCTION OF NECT MATERIAL AT COUNCIL MEETINGS, <br />ETC. Councilman 'Weiss read the following report: <br />Establishment of policy or rule requiring more complete information to be submitted to council <br />on questions or problems for consideration or determination by the council. <br />With the agenda for council meeting of April 30, each councilman received a note reading <br />as follows: "Should you wish to have an item placed on the agenda, please forward memo to the <br />City Clerk, Deadline is 12:00 P.M. Friday." <br />Personally I welcome the idea, because it is the yeast that can and should lead to the <br />establishment of a policy or rule that will guide councilmen and others in their desire to <br />have matters included on the agenda for careful consideration by the council in regular meeting. <br />9 <br />I must admit however that I am not quite clear as to the complete intent — Is it intended as <br />a principle that councilmen shall not hereafter offer new material at Council meetings: Is it <br />further intended that all proposals shall be submitted in writing? The forms attached to the <br />aforementioned note are addressed to the city manager, is it intended that the city manager will <br />explore and analyze such proposals and submit necessary factual data bearing on the question together <br />with his conclusions and recommendations? <br />I am whole heartedly in accord with the general idea and -sincerely advocate any proposal that <br />will assist us in transacting the public business in a more orderly, progressive and informed <br />�. manner. <br />Accordingly may I suggest that the Mayors proposal be explored and expanded so that there <br />may be drawn up a policy or rule that shall guide everyone concerned. There is no question that <br />it would be good business to submit all matters in a manner that would permit the city manager, <br />as our advisor and administrative officer to gather the necessary data which will permit us to <br />act intelligently on any and all questions. It further believe that any question or problem, <br />except those of an emergency nature, brought to the floor by any one in any manner at a stated <br />meeting should always be referred either to a committee, commission or the- city manager as the <br />case may warrant, before some is considered or acted upon by the council. <br />Naturally it follows that under such a procedure we would have a complete and comprehensive <br />report prepared by a given time as indicated by the mayor or the council. Such report, which by the <br />way should accompany every submission to the council no matter from what source, should be <br />complete and be made available to each councilman (by furnishing a copy) at least three days <br />before the date it is to appear on the agenda. <br />The report above referred to should contain in substance and summary at least the following: <br />a. Source, individual, committee or agency of origin. <br />b. The import and scope of the question or problem. <br />c. Factual data, information, etc. bearing on the question or <br />problem, cost estimates (rough) wherever applicable possible <br />alternates, etc. <br />�!_ I d. Summary of findings and conclusions. <br />I( e. Their recommendations. <br />4th <br />E. City managers comments and recommendations where the matter was <br />originated by some source or agency other than his office. <br />In pursuance of the foregoing it is my recommendation that the city attorney be requested to formulate <br />and submit three weeks hence a prepared statement that shall incorporate in substance the £opegoing <br />ideas for adoption as a plicy or rule for the guidance of the council and all other -city officials, <br />boards, commissions, committees, etc. <br />Mayor Royer again explained why he was adking the Council to try his policy for one month in regard to <br />giving the Clerk items for the agenda. If his system does not prove itself, then they can change it and <br />try something else. He asked that they at least give it a try for one month. Councilman Herkner suggested <br />that Councilman Weiss's report be studied at the same time Councilman Stout's report of annexation is <br />considered.
