Jacobs <br />to appear before the Council in two weeks, seconded by Councilman Britschgi and carried. <br />DIVISION OF HIGHUAYS REQUEST CANCELLATION OF TAXES ON THREE PARCELS. Councilman Herkner moved -that the request <br />be granted, seconded by Councilman Spillers and carried. <br />ROBERT WILHELM REGARDING PROPOSED BRIDGE AT REAR OF 71ILLIE'S ALUI8II.- In regard to the bridge to the rear of <br />Willies Alumni, located on James Street, the request of the City Engineer has been submitted to the <br />Lessees. <br />Following are their decisions on the request: <br />1. They are willing to construct a fence to give maximum safety to the users of the bridge. <br />2. They are willing to allover any and, all persons to use the bridge. <br />A <br />3. They are willing to provide adequate insurance to cover any public liability for use of the <br />bridge. <br />4, They are not willing to pay the rent of three parking meters located on the parking lot <br />opposite the entrance to the bridge. <br />The City Engineer stated that there were a couple of items that are not mentioned above and must also be <br />agreed to. The traffic Committee recommended the following also: <br />Owner should provide adequate floodlighting on the rear of the building adjacent to the foot <br />bridge and creek in order to eliminate the hazard to pedestrians. <br />A public easement should be granted to the City, by all property owners whose buildings face <br />on James Avenue, to guarantee public access to.the rear entrances of all of these buildings from this <br />foot bridge. <br />An agreemsntshould be entered into between all owners of property facing on James Avenue and the <br />City, guaranteeing that easem6nts and foot bridge will be maintained for public use, said agreement <br />and easements to be recorded as an obligation upon all future owners of the affected properties. <br />This was followed by discussion in regard to the moving of the three parking meters to Franklin Street, <br />the possibility of installing parking meters on the entire block of Franklin Street between James and r_ <br />Jefferson Avenue, and establishing a loading zone on James Avenue, Councilman Britschgi moved*to have <br />the three parking meters in question removed and installed on Franklin Street and permission be granted <br />for the foot bridge, seconded by Councilman Spillers. The City Attorney stated that the letter did not <br />state that permission had been given to public access at the rear entrances of the buildings in the <br />area. Councilman Britschgi moved that permission for the bridge be granted as per the Traffic Committeels <br />recommendation with the exception of recommendation number 2. Councilman Herkner recommended a change <br />that a block of meters be moved to Franklin Street from James Avenue. Mayor Royer suggested that this <br />be turned over to the Traffic Fact Finding Comnittee. Motion carried. <br />Councilman Herkner moved that the Traffic Fact Finding Committee study the proposal of additional meters <br />on Franklin Street in addition to the three meters which will be transferred and a recommendation as <br />to how many meters should be installed, seconded by Councilman Stout. The motion carried on roll call <br />with Councilmen Britschgi and Spillers voting NO. <br />C0189 NICATION FROM DIVISION OF HIGH'AYS REGARDING PROPOSED TRDSENG OF EUCALYPTUS TREES IN THE VICINITY OF <br />WOODSIDE ROAD AND GORDON STREET. They ackno=wledged our letter transmitting a petition from property <br />owners in the vicinity of Woodside Road and Gordon Avenue for the removal of eucalyptus trees or for the <br />reducing of height. This matter is now being investigated and the Council will be advised further in <br />the immediate future. This did not require any Council action. The letter will be filed with the City <br />Engineer. <br />CHAnEBER OF COMMERCE LETTER OF APPRECIATION FOR PLANNING PROGRAM SOUTHERN PACIFIC RIGHT—CF VTAY. The Clerk <br />read the letter. No Council action was necessary. <br />LETTER FROM PAUL JONES IN APPRECIATION OF ACTION NAMING STREET JONES COURT. The Clerk read the letter.
