198 <br />PERSONNEL BOARD RECOMMENDATION REGARDING BASIC SALARY PLAN. Mayor Royer asked that this matter be held <br />over to take up at the Wednesday night study meeting as the recommendation had only just been turned <br />in and the Council did not have a chance to study the matter. Councilman Weiss was of the opinion that <br />something should be done in order to get this ordinance ready to have the salaries take effect by <br />July 1st. Councilman Granger spoke. on the question and stated that they did not need to rush into <br />this and he wAs of the opinion that the salaries could be made retroactive. This was followed by <br />discussion as to whether or not they.could make the salaries retroactive. �) <br />REPORT ON PROPOSED OVER-ALL TRAFFIC SURVEY. The Clerk read the following letters <br />In line with the request made at a ,joint Council Traffic Committee Meeting, Mr. <br />Faustman and our organization submit herewith our joint proposal for a joint traffic <br />study.. I <br />,The responsibilities and functions of Mr. Faustman's organization would be as <br />f ollows <br />1. Develop the plan for operational controls and minor physical changes for improving <br />traffic movement on the existing street system. These controls would include one- <br />way streets, parking restriction, turn controls, channelization, and minor changes <br />in alignment. - <br />2., Collaborate with the Hahn, Wise organization in the development of a long range <br />major street plan. <br />3. Prepare a sufficiency rating system for the major streets. This rating, when <br />combined bvith cost of improvements, gives a priority plan for implementing the <br />major street system. <br />The responsibities and functions of Hahn, Wise and Associates would be as follows: <br />1. Obtain all necessary traffic counts <br />2. Obtain- all necessary turning movement counts <br />3. Make internal origin and estination study and analysis <br />4. Gather all other necessary data for development of long range street and highway plan <br />5. Develop long range street and highway plan <br />The responsibilities of the city would be, (1) To make available the probable cost of <br />the proposed improvements; and, (2) to furnish postcards and addressograph for origin and <br />destination study. <br />_ <br />The costs of the project would be as follows: <br />1. Faustman . . . . . .. . . . . . . . . . . . . . . . . $4,500.00 <br />2. Hahn, Wise and Associates . . . . . . . . . . . . . . 31600.00 <br />Very truly yours., <br />Larry Wise <br />City Manager Rolison stated that this report has not been considered by the Traffic Committee yet. <br />Councilman Spillers moved that this matter be carried on the agenda for one week and be turned over <br />to the Traffic Fact Finding Committee for a report, seconded by Councilman Stout. Councilman Stout <br />asked that a copy of this report be mailed to each member of the Council. The motion carried. <br />Councilman Weiss moved that the City Manager and City Planner make a report on how this effects the <br />original report, seconded by Councilman Herkner and carried. <br />APPLICATION FOR °QUITE BUSINESS" SALE, EVCO OFFICE EWUIFMENT, 1806 E1 CAMINO REAL. They have filled the <br />requirements of the ordinance. Councilman Britschgi moved that the application be approved, seconded' <br />by Councilman Spillers and carried. <br />COUNCILMAN WEISS REPORT REGARDING PROPOSED AMENDMENT TO ORDINANCE TO ESTABLISH TIME, PLACE AND NUMBER OF <br />COUNCIL MEETINGS, ETC. Councilman Weiss read the following report. <br />Section 11 of our city charter provides that the council shall provide by ordinance for the time and iJ <br />place, etc. of holding meetings. So far as I have been able to ascertain Ordinance 1124, June 5, 1939 <br />is the last word gn the question. The ordinance does no specify time but does indicate -the place. <br />The charter provision requires a minimum of two regular meetings each month. We are operating on that <br />basis, but because of Volume of buisiness to be transacted, some years ago the council decided to <br />meet each week by adjourning the regular meetings as necessary to effectuate that ''Ip//ractice.
